Maps For Potential Us Congressional Districts In New York Revealed

BUFFALO, N.Y. New York is going from 27 U.S. congressional districts down to 26 next year because of a population loss in the U.S. Census and the commission tasked with drawing up maps released two different ones Wednesday.

The New York Independent Redistricting Commission released both maps as potential plans for the new district lines because the 10 commissioners, half of whom were appointed by Republicans and half by Democrats, couldn’t agree on one.

“Although we’re here today, and we will be advancing a product today I can’t help but be disappointed and regret the fact that we were not able at the commission to actually put a single product together,” said Commission Vice-Chair Jack Martins.

Both maps would give Buffalo and its suburbs their own district.

One map would create one district for the rest of Western New York. The other would split it into three, with one running across the entire Southern Tier from Jamestown to Binghamton, and the other from Niagara Falls through the Finger Lakes to Ithaca.

Experts say the fact that there’s no agreement means it’s likely Democrats in the New York State Legislature will eventually end up drawing the new districts.

“I wish I had a crystal ball but if I did my prediction is it will ultimately be left to the legislature,” responded Assemblyman Angelo Morinello 145th District.

The meeting for the Buffalo area is set for Wednesday, October 20, 2021, at 4:00 PM at SUNY Buffalo State’s Burchfield Penney Art Center.

Republicans countered with a proposal that would maintain much of the existing 24th Congressional District, which includes all of Cayuga, Onondaga and Wayne counties, and adding all or parts of Chenango, Cortland, Madison, Oneida and Tompkins counties. While it’s a geographically compact district, it would also help Republicans erase the Democrats’ current enrollment advantage.

The Republican commissioners proposed a central New York district that would include all of Onondaga, Cayuga, Wayne and Madison counties, plus parts of Chenango, Cortland, Oneida and Tompkins.

The redistricting commission will hold public hearings across the state beginning in October before attempting to finalize a proposal that will be submitted to the state Legislature for consideration. But after the meeting on Wednesday, it appears unlikely that an agreement will be reached.

When David Imamura, a Democratic appointee and chair of the commission, announced that the commission would release two drafts, he acknowledged that the plans are “imperfect.”

“Based on public input, they can, should and will change,” he said.

But the Republicans on the panel and an independent commissioner, Ross Brady, panned the process and criticized the Democratic appointees. They noted that the commission was created by a constitutional amendment approved by voters in 2014 and that the purpose of the commission is to work independently on developing a consensus map.

The NY 27th Congressional District Map

The Independent Redistricting Commission, the state entity tasked with drawing new district lines for Congress and the state Legislature in New York next year, unveiled its first draft of what that could look like Wednesday.

But instead of unveiling just one proposed set of maps, the commission released two versions of each map after the panel couldnt come to an agreement on a unified proposal.

Thats because the Republican-appointed members and the Democrat-appointed members each created their own set of maps, but couldnt negotiate between the two versions to release just one proposed set of new district lines.

Instead, members of the commission voted Wednesday to put forth both sets of maps to the public at a series of scheduled hearings around the state: two for New Yorks new districts for Congress, two for the State Senate, and two for the State Assembly.

A former New York congressional candidate died in an apparent suicide Tuesday less than two weeks after he dropped his bid for the US House, government officials and reports said.

Afghanistan war veteran Kyle Van De Water, 41, who ran last year for a House seat that represents part of the mid-Hudson Valley region of New York, was found dead in Poughkeepsie Rural Cemetery, MidHudsonNews.com reported.

Van De Water had run as a Republican last year in an unsuccessful bid to unseat US Rep. Antonio Delgado and he had briefly thrown his hat in the ring for a second congressional run.

The Bronze Star-awarded veteran ran as a proud family man, posting photos with his wife, Melissa, and their four children: triplets Thomas, Lincoln and Annabelle, and younger son Levi, according to HudsonValley360.

He suddenly pulled out of the race on Aug. 27, announcing, Unfortunately, circumstances in my life have changed and I am no longer able to give 110% towards this endeavor. He did not elaborate.

His one-time rival, Delgado, said in a statement that his heart breaks for Kyle, and his beautiful family.

We shared a number of conversations about family and country, and I walked away from each one knowing that he had a profound love for both, Delgado said.

He didnt mention a cause of death but shared the number of a Veterans Crisis Line.

Components: Past And Present

Historically, most of this district was located in Upstate New York.

In the 1960s, the 25th District was a Westchester/Rockland seat, covering areas now in the 17th and 18th Districts.

In the 1970s it was the lower Hudson Valley district and congruent to the present 19th District. Onondaga County was split between the 32nd District and the 33rd District .

In the 1980s, the district was centered in the Utica area , and the Syracuse area was entirely in the 27th District.

Since 2013, the 25th district has been located entirely within Monroe County, and includes the City of Rochester and surrounding suburbs.

In the 2018 race, the seat was vacant. State Assembly Member Joseph Morelle faced James Maxwell , in the general election, which Morelle won handily.

A New Congress Is In But Ny

ALBANY, N.Y. The two candidates for New Yorks 22nd congressional district are still hundreds of ballots away from finding out which of them will join the 117th Congress.

A state court on Monday began its review of at least 800 outstanding ballots challenged by either Democratic Rep. Anthony Brindisi or his Republican opponent, Claudia Tenney. The district is now without a representative until the counting has concluded. It is the only remaining House race in the country in which no winner has been seated in the new Congress.

How it started: In the two months since Nov. 3, the margin has continued to oscillate by dozens of votes. After several procedural snafus were discovered, a judge required the districts eight county boards of elections to fix tabulation errors and resubmit initial counts.

How its going: The uncontested ballot count which included hundreds of affidavit ballots largely wrapped up late last month, with Tenney issuing a statement on Dec. 29 declaring a 27-vote lead.

Now that every undisputed ballot has been counted twice, we are still in the lead,” she said. “This process has exposed a very flawed electoral system that needs to be fixed. We remain confident that once the contested ballots are reviewed by the court and the facts accurately applied according to the law, I will be declared the winner, certified, seated, and head to Congress to serve all the people of New Yorks 22nd District.”

NEW YORK The state is preparing to draw new district lines for both its legislative and congressional sectors.

The Commissioners of the NYS Independent Commission have scheduled virtual hearings ahead of its redistricting process. This process take place once every ten years to account for population changes based on census data.

Public hearings have been scheduled prior to the release of the U.S. Census Bureaus official data in August 2021. The schedule for each region is as follows

  • Kings and Richmond counties, 2 p.m.
  • Mid-Hudson Valley and Capital Region, 2 p.m.
  • North Country and Mohawk Valley, 2 p.m.
  • Southern Tier and Central New York, 2 p.m.
  • Finger Lakes and Western New York, 2 p.m.

According to the Commission, these hearings will provide an opportunity to gain input on where new legislative and congressional lines should be drawn. This is considered New Yorks first redistricting effort.

We are thrilled to be embarking on New Yorks first independent redistricting effort. However, this process will only work if the public makes its voice heard, Commission Chair David Imamura stated. We have created a process that we hope maximizes the opportunities for all New Yorkers to describe their communities and articulate how their districts can be improved.

Any changes made to the current districts, will be permanent for ten years until the next redistricting session.
