Ny Ending Mandatory Quarantine For Domestic Travelers

Floridians will have to quarantine if traveling to New York, New Jersey, Connecticut

Mar. 15, 2021 — New York will no longer require domestic travelers entering the state to adhere to a COVID-19 quarantine after April 1, Gov. Andrew Cuomo announced Thursday.

People traveling to New York are still advised to wear face masks, avoid crowds, follow social distancing guidelines, monitor for any coronavirus symptoms, and isolate if symptoms develop.

âThis is great news, but it is not an all-clear for New Yorkers to let their guard down,â Cuomo said in a statement.

âTo beat this virus once and for all, we all must continue doing what we know works to stop the spread, including wearing masks, washing our hands and practicing social distancing,â he said.

The mandatory quarantine will remain in place for international travelers, and all travelers are still required to fill out the stateâs traveler health form.

In addition, New York residents who return from travel should monitor their symptoms for 14 days, even if fully vaccinated, according to the statement. They should also wear face masks and isolate if symptoms develop.

New York City Mayor Bill de Blasio said that he wasnât consulted about the change, according to ABC 7.

âI don’t know if thatâs the Stateâs idea of an April Foolâs joke, but it is absolutely the wrong thing to do,â he said during a press briefing on Friday. âItâs reckless. It doesnât help us with our recovery.â

With Symptoms: Mandatory Isolation

Foreign nationals with symptoms will not be allowed to enter Canada.

Only Canadian citizens, permanent residents, persons registered under the Indian Act, and protected persons may enter Canada with symptoms. You will not be able to board a flight and enter Canada by air if you have symptoms.

You must go directly to the place where you will isolate and stay there for 10 days. This is mandatory and starts from the date you arrive in Canada.

During the 10-day period from the time you enter Canada, you are required to answer any relevant questions asked by a Government of Canada employee.

When Your Quarantine Starts And Ends

Your quarantine period begins on the day that you arrive in Canada.

For example, if you arrive at 8:15 am on Thursday, October 1, then Thursday is considered day 1 of your quarantine period. Your quarantine period would end 14 full days later, at 11:59 pm on Wednesday, October 14 if you received your Day-8 negative test result

If you begin to show symptoms during your quarantine, are exposed to another traveller with symptoms, or test positive for COVID-19, you must begin an additional 10 days of isolation.

If you do not have symptoms, you may choose to leave Canada before the end of the 14-day quarantine period. However, you must:

  • continue to quarantine yourself until your departure date
  • wear a mask when you depart Canada
  • comply with all regulations for the country of destination

If you are in a federal designated quarantine facility, you must get authorization from a quarantine officer to leave.

You may seek testing or medical treatment, provided that you resume your quarantine immediately afterwards.

If you need assistance to access medical treatment, an exception may be made to allow one other person to accompany you, which can include a person who is also under mandatory quarantine.

If the person who needs to visit a health care facility is a dependent child, the exception extends to one other person who accompanies them.

  • are under 22 years old and
  • dont have a spouse or partner

Soon, domestic travelers to New York state will no longer have to quarantine when they arrive.

On Thursday, Gov. Andrew Cuomo announced that New York will end its quarantine rule for people traveling from another U.S. state or territory starting April 1.

Even though it will no longer be mandatory, the states Department of Health continues to recommend that domestic travelers quarantine “as an added precaution,” the announcement said.

Meanwhile, international travelers will still have to quarantine when they arrive in New York.

In a statement, Cuomo said that as New York continues to distribute COVID-19 vaccines, the state will be able to “start our transition to a new normal in a post-pandemic world.”

“As part of that transition, quarantine for domestic travelers is no longer required, but it is still being advised as an added precaution,” Cuomo said.

On December 29, 2020, New York Governor Cuomo announced modified COVID-19 quarantine guidelines, available here, which align with a portion of the revised quarantine guidelines announced by the Centers for Disease Control .

A. CDC Guidelines

As previously reported here, on December 2, 2020, the CDC announced two options for individuals without COVID-19 symptoms to reduce their quarantine:

  • Individuals may stop their quarantine ten days after their exposure, without testing or
  • Individuals may stop their quarantine seven days after exposure, after receiving a negative COVID-19 test result.
  • The CDC, however, advised that local public health authorities will make the final decision about how long quarantine should last, based on local conditions and needs.

    B. Modified New York Guidelines

    Notably, the New York State Department of Health did not adopt the second option for reducing quarantine proposed by the CDC .

    New York To End Covid Travel Quarantine Requirement Beginning April 1

    ALBANY New York will end its mandatory quarantine policy for domestic travelers entering the state beginning next month, Gov. Andrew Cuomo announced Thursday.

    Since June, Cuomo’s administration has required out-of-state travelers or those returning home to quarantine for two weeks upon arrival in New York, with a shorter isolation period required in recent months for those who test negative for COVID-19.

    With virus rates dropping throughout the country, New York will now abandon the mandatory quarantine requirement altogether for those traveling domestically, though the state Department of Health will still recommend it as a precaution.

    The change takes effect April 1.

    “This is great news, but it is not an all-clear for New Yorkers to let their guard down,” Cuomo said in a statement.

    Earlier this month, Cuomo announced those who are asymptomatic have been fully vaccinated against COVID-19 will no longer have to quarantine when traveling to or returning to New York within the first 90 days of their second dose.

    Once the new policy kicks in April 1, travelers will still be required to monitor symptoms for 14 days upon arrival in New York and will be instructed to self-isolate if any symptoms occur.

    The quarantine requirement will remain in effect for those traveling internationally, according to Cuomo’s office.

    Consequences For Failure To Comply With The Emergency Order

    Failure to comply with this order is an offence under the Quarantine Act and could lead to fines, imprisonment or both.

    At any time, if the Government of Canada has reason to believe you are not complying with the Emergency Order, you may be referred to law enforcement for follow up. This includes if you:

    • provide false information

    Violating any instructions provided to you when you entered Canada is an offence under theQuarantine Act and could lead to up to:

    • 6 months in prison and/or
    • $750,000 in fines

    If you break your mandatory quarantine or isolation requirements and you cause the death or serious bodily harm to another person, you could face:

    • a fine of up to $1,000,000 or
    • imprisonment of up to 3 years or
    • both

    The Contraventions Act provides police the authority to enforce the Quarantine Act. Tickets with fines of up to $5,000 may be issued for non-compliance.

    If you receive a fine, you must still comply fully with the mandatory testing and quarantine requirements outlined in the Quarantine, Isolation and Other Obligations Order. Additionally, if you receive a fine, youre considered at high-risk of non-compliance, and flagged as a high priority for follow up by local law enforcement.

All travelers must continue to fill out the Traveler Health Form. Individuals should continue strict adherence to all safety guidelines to stop the spread – wearing masks, socially distancing and avoiding gatherings.

    Regardless of quarantine status, all individuals exposed to COVID-19 or returning from travel must:

    • Continue daily symptom monitoring through Day 14
    • Continue strict adherence to all recommended non-pharmaceutical interventions, including hand hygiene and the use of face coverings, through Day 14
    • Must immediately self-isolate if any symptoms develop and contact the local public health authority or their healthcare provider to report this change in clinical status and determine if they should seek testing.

    New York State Announces New Covid

    On March 10, 2021, New York State updated its quarantine guidance for individuals exposed to COVID-19. Under this new guidance, individuals who are fully vaccinated or have recently recovered from COVID-19 are no longer required to quarantine after being exposed to someone with COVID-19, provided that certain conditions are met. This announcement brings New York States quarantine guidelines in line with the states travel guidance and CDC recommendations for vaccinated individuals.

    Under the new guidance, the following rules now apply to individuals exposed to COVID-19 in New York:

    • Following exposure to COVID-19, individuals who have been fully vaccinated against COVID-19 are no longer required to quarantine if they: are within three months following receipt of their last vaccine dose and have remained asymptomatic since their last exposure to COVID-19.
    • Individuals previously diagnosed with COVID-19 are no longer required to quarantine if they: have recovered from COVID-19 within the previous three months, measured from the date of symptom onset or the date of the first positive test and the individual is now asymptomatic.

    The guidance states that all individuals exposed to COVID-19 regardless of vaccination status or previous diagnosis must continue to monitor symptoms for 14 days, comply with social distancing and face covering recommendations, and self-isolate if symptoms develop.

    Governor Andrew Cuomo announced Thursday morning that domestic travelers will no longer be required to quarantine after entering New York from another state starting April 1st. But Mayor Bill de Blasio says the city wasn’t consulted on this decision, and he and his health advisors disagree with removing that requirement.

    “I believe in local control, and here’s another case where New York City wasn’t consulted even though we’re one of the biggest cities in the world,” de Blasio said during his morning press conference on Thursday. “Of course I have concerns about this. I think the introduction of the virus from outside has been one of the biggest and toughest X-factors in this whole crisis, and something we worry about going forward.”

    “We’re still at a very tenuous point,” said Dr. Jay Varma, NYC’s Senior Advisor for Public Health. He pointed to this week’s report that 51% of COVID cases in the city are due to new, more infectious variants of the virus as a major reason why quarantines shouldn’t be lifted yet. He emphasized that when people do travel, they should take extra precautions, like getting tested for COVID-19 before departure and after arrival.

    Restrictions remain in effect for large-scale indoor event venues . Proof of vaccination can be used to eliminate social distancing and mask requirements. Unvaccinated or unknown vaccination status individuals who are over the age of four must continue to present proof of a recent negative diagnostic Covid-19 test result and wear masks within the venue. But social distancing can be reduced or eliminated between tested attendees, allowing venues to reach 100 percent capacity in all sections.

    Health and safety protocols, like masking and social distancing, remain in place in certain settings, including public transit and schools.Proof of full vaccination status can be provided by attendees through paper form, digital application or the New York State Excelsior Pass.

    Ny Lifting Most Domestic Travel Restrictions Starting Today

    BUFFALO, N.Y. Starting today, April 1, New York State is easing many of its domestic travel restrictions, including the quarantine requirement.

    Previously travelers had to fill out the domestic traveler form and quarantine for two weeks after entering the state. Now, travelers are only required to fill out that health form.

    Quarantine after domestic travel is still recommended as a precaution. In March, the governor said that this change is part of the state’s “transition to a new normal in a post-pandemic world.”

    This opens up travel domestically but does not change the rules on mandatory quarantine for those who travel internationally. This only applies to travel within the U.S.

    The state also says that if you travel, no matter where you are going in the U.S., you should still monitor for symptoms through 14 days after your last date of travel, continue to follow COVID-19 precautions like handwashing and masking even if you are vaccinated.

    As always, anyone experiencing COVID-19 symptoms, including after domestic travel, should isolate and seek the guidance of public health officials or their doctor.
