On May 20, 2022, Justice Patrick McAllister ordered the adoption of a new state senate map drawn by redistricting special master Jonathan Cervas which takes effect for New Yorks 2022 legislative elections. On June 10, 2022, an appellate division of the New York Supreme Court ruled that the states Assembly district boundaries adopted in February 2022 were invalid but should still be used for the 2022 legislative elections. The appellate division ruling determined that the Assembly district map was enacted in violation of the states constitutional redistricting process and that a New York City-based state trial court should oversee new boundaries for the 2024 elections.

What To Know About Redistricting

Even as New Yorks overall footprint in Congress shrinks, Democratic leaders nationally believe redistricting in the state could potentially offset the Republican gains expected from partisan remapping efforts elsewhere in the country. The Republican Party has full power to draw favorable district lines in several large states, including Florida, Georgia and Texas.

California will remain the state with the largest congressional delegation, with 52 districts, losing one seat. Texas will pick up two seats for a total of 38. Florida and New York had been tied with 27 seats each, but Florida will gain a seat as New York sheds one, part of a broader trend of population shifts to the South and West in recent decades.

Census officials said that New York had a negative net domestic migration, but that its population grew overall because of immigration.

The New York Legislature is the state legislature of New York. It is a bicameral legislature, consisting of the lower chamber, the New York State Assembly, and the upper chamber, the New York State Senate.

The legislature is seated at the New York State Capitol in Albany.

Legislator Richard B. Milne represents the 5th Legislative District, encompassing the Towns of Mendon and Rush, as well as parts of both Pittsford and Henrietta. Rick was elected to the Legislature in 2021 and is currently serving a two-year term. He currently serves as Chair of the Human Services Committee, Vice-Chair of the Public Safety Committee, and member of the Transportation Committee.

In addition to the County Legislature, Rick serves as Mayor of the Village of Honeoye Falls. Prior to his service as Mayor, Rick served as a Village Trustee. How Us Redistricting Works

New York State redistricting legislation is released

What is redistricting?Its the redrawing of the boundaries of congressional and state legislative districts. It happens every 10 years, after the census, to reflect changes in population.

Why is it important this year?With an extremely slim Democratic margin in the House of Representatives, simply redrawing maps in a few key states could determine control of Congress in 2022.

How does it work?The census dictates how many seats in Congress each state will get. Mapmakers then work to ensure that a states districts all have roughly the same number of residents, to ensure equal representation in the House.

Who draws the new maps?Each state has its own process. Eleven states leave the mapmaking to an outside panel. But most 39 states have state lawmakers draw the new maps for Congress.

If state legislators can draw their own districts, wont they be biased?Yes. Partisan mapmakers often move district lines subtly or egregiously to cluster voters in a way that advances a political goal. This is called gerrymandering.

What is gerrymandering?It refers to the intentional distortion of district maps to give one party an advantage. While all districts must have roughly the same population, mapmakers can make subjective decisions to create a partisan tilt.

New York State Legislature

The 2022 United States House of Representatives elections in New York will be held on November 8, 2022, to elect the 26 U.S. representatives from the State of New York, one from each of the states 26 congressional districts. The elections will coincide with elections for Governor, U.S. Senate, Attorney General, Comptroller, state senate and assembly, and various other state and local elections.

Following the 2020 census, New York will lose one seat in the U.S. House. Incumbent representatives Lee Zeldin, Thomas Suozzi, Kathleen Rice, John Katko, and Chris Jacobs are retiring. Primary elections are set to be held on August 23, 2022.

Legislator Steve Brew represents the 12th Legislative District in the Monroe County Legislature, which encompasses the Towns of Riga and Wheatland, and also includes portions of the Towns of Chili and Henrietta. Steve was elected in 2015 and re-elected in 2019 and 2021. Steve is the current Majority Leader for the Republican Majority Caucus and serves as a member of the Agenda/Charter, Transportation, and Ways and Means Committee.

Steve was born and raised in the Town of Riga, where he graduated from Churchville-Chili High School. He attended both Monroe Community College and the Rochester Institute of Technology. Steve is deeply rooted in our community. He served on the Riga Planning Board for over 27 years before joining the County Legislature, and has also been a member of the Churchville-Riga Chamber of Commerce, the 200 Club of the Churchville Fire Department, and the Churchville-Riga/Monroe County Emergency Planning Committee.

Steve serves as a member on several boards, including the Cornell Cooperative Extension Board, 4H Advisory Board, the Monroe County Soil and Water Conservation District Board, the Mill Seat Landfill Citizens Advisory Board, and the Monroe County Council of the Elders. Steve also co-chairs the Christian Youth Learning Committee at Union Church in Churchville and is a member of the Patriot Guard Riders.

New Yorks congressional delegation will shrink by one seat after the 2022 election, the Census Bureau announced on Monday, but the state came excruciatingly close to snapping an eight-decade streak of declining representation in Washington: It was 89 residents short, to be precise.

The figure, revealed during the Census Bureaus announcement of which states would gain and lose seats in the House of Representatives after the decennial population survey, meant that if New York had counted 89 more people last year than the 20,215,751 who were tallied, it would have held on to the House seat. Instead, it went to Minnesota, which came close to losing a seat.

It was the narrowest margin by which a state lost a seat in the modern era, according to census data. The next closest call was in 1970, when Oregon fell short by 231 residents.

And it means that New Yorks congressional delegation will continue a steady decline in size that began in the 1940s, when the state boasted 45 members of the House. Now it will have only 26.

New York City Council Representative Introduces Idea To Pay Intravenous Drug Users To Return Used Needles

According to a Fox News article, New York City Council Member Diana Ayala has an idea: the idea is to incentive intravenous drug users to return used needles, sharps and syringes by setting up a buyback plan. They would receive twenty cents per needle, capping the buyback at $10 per day per person. This program would only be open for individuals using the citys overdose prevention centers.

The reasoning is that the Department of Sanitation environmental police units collected almost seventy thousand improperly discarded dirty needles in this fiscal year, more than double since last year. On September 19th, Ayala tweeted: The intent of the bill is to get those folks that are using on our streets and open spaces to bring back the dirty needle as opposed to discarding them improperly. Hearings are an opportunity to gather more information and make changes if necessary.

But Queens councilwoman Joann Ariola is opposed, saying Its not going to benefit the person who is the drug addict who is using the needles It could be harmful to the person who is collecting these needles. And whos paying the cents per needle? Where is that money coming from? I think the taxpayers are paying for enough!
