Free tuition will become a reality in New York this fall, but do you know all the ways you may or may not qualify?

Many current and aspiring college students may have ruled themselves out already based on early information that was released about the program, dubbed the Excelsior Scholarship. But after fielding concerns about the rigid eligibility requirements, state officials this week finalized a set of rules and regulations for the program that allow for some pretty major exceptions.

If you thought about or are still thinking about applying, here are some things you may want to consider.

Applications for the scholarship will become available Wednesday, June 7. The deadline to submit an application is July 21. to become notified when the applications become available.

New York State Math And Science Teaching Incentive

The New York State Math and Science Teaching Incentive provides grants to college students who are in either a math or science secondary education teaching program at their educational institution. Students can be either in undergraduate or graduate study.

Requirements: Students must be studying full-time.

Federal Supplemental Educational Opportunity Grants

The Federal Supplemental Educational Opportunity Grant is awarded to undergraduate students in low-income settings who want to continue their education by attending graduate school. Priority is given to students who demonstrate the most need the United States Department of Education determines the financial need of students.

In order to determine need, the United States Department of Education looks at the students income and assets the students family household size and how many family members, not including parents, are currently attending a postsecondary educational institution.

To apply, the student should fill out a FAFSA form first. Once the FAFSA is filed, they will receive a Student Aid Report , or the college or university will receive an Institutional Student Information Record , which should have the EFC. The EFC has the students and familys financial information.

Requirements: Applicants must already be receiving the Federal Pell Grant.

What Happens To Other Scholarships And Financial Aid

If a student receives a need-based federal Pell Grant or a New York Tuition Assistance grant, they must use those first to pay for tuition. The Excelsior Scholarship will cover the remaining cost of tuition, but can’t be used to cover additional costs for fees or room and board.

The Excelsior Scholarship is not intended to replace other merit scholarships which can be used for expenses other than tuition. And students will remain eligible for federal student loans as long as they fill out the FAFSA.

URBAN AGENDA: Revival of tuition

In 2008, small businesses in Knox County, in eastern Tennessee, could not find enough skilled workers particularly nurses, computer technicians, welders and pipe fitters. In response, the county started a program, funded by local businesses and leaders, that offered tuition-free community college to all high school graduates. The programs founders framed it as a way to create a sustainable work force.

Yes, we believe that all students have the potential to earn a college credential, but it was about bringing a world-class work force to Knoxville and Knox County so that we could attract business and industry to the area, said Krissy DeAlejandro, an executive director and one of the founders of the program.

More than a decade later, the results are encouraging.

  • Participants who graduated from high school in 2009, 2010 and 2011 were earning, on average, 13 percent more seven years after graduation than their classmates who did not participate in the program, according to research by the University of Tennessee. The fact that they found any increases in terms of earnings is meaningful, said Michelle Miller-Adams, a senior researcher at the Upjohn Institute and an expert on the tuition-free college movement.

  • In the three years after it started, the program raised college enrollment among Knox County high school graduates by about 3 percentage points, on average, from the average of the previous two years.

Why We Need Tuition

Its a tough time to go to college, financially. Tuition rates are at an all-time high, relative to average income, and the growth rates show no sign of slowing down. Despite calls from many different quarters to lower public college tuition, or to provide free alternatives it was one of the main planks of presidential candidate Bernie Sanders campaign, after all tuition costs are up, up, up. The College Board has reported, with some concern, that tuition costs have gone up at public universities for 8 straight years, but financial aid hasnt kept up. At private universities, and the highest-ranked public flagships, tuition has gone up way faster than inflation more than double. And its been that way for a decade.

What those increases mean is that theres an ever-widening gap between the cost of college and the means to pay for it. If tuition is low and financial aid is high, theres no problem if tuition is high and financial aid is low, the difference has to be made up somehow. Unfortunately, often times that gap is filled with students loans, Parent-Plus loans, and, worst of all, high-interest private loans. Sure, colleges count students loans as financial aid, but we know what it means youre robbing Future You to pay for Now You.

Hawaii Hawaii Promise Scholarship

The Hawaii Promise Scholarship covers the tuition fees of students who are enrolled in at least six credits at a University of Hawaii Community College. This is a last-dollar program, meaning it covers financial needs not met by other forms of financial aids. It covers tuition, fees, books, supplies, and transportation for eligible students. Around 1,500 students received the scholarship in 2017-18, receiving an average of $1,200 each.

How Are These Grants And Scholarships Awarded

Scholarships are often based on scholastic merit, while grants tend to have less strict guidelines. There are tons of scholarships and grants out there for all types of students no matter your interests, talents or choice of educational programs.

While awards are based on residency, others may be based on financial need, school major or even ethnicity. Students who seek out grants early, even when theyre still in high school, have an advantage many organizations that award grants seek out students who are early on in their education, making starting an education a possibility where it otherwise wouldnt be.

New York State is made up of an extensive college and university system, including State University of New York campuses, Long Island University campuses, City University of New York campuses, private colleges, rabbinical colleges and technical colleges. The New York Higher Education Services Corporation administers the state-funded grants for New York and ensures that funds are properly distributed.

The Academic Competitiveness Grant

Things you might not know about New York free college tuition program

The Academic Competitiveness Grant is offered to both freshman and sophomore students who are currently studying at an undergraduate level. This grant awards $750 for the freshman year of study and $1,300 for the sophomore year of study. The amount of the Academic Competitiveness Grant cannot exceed the amount of the college or university tuition when combined with the Federal Pell Grant Award.

The applicant must either be a United States citizen or an eligible non-citizen. Student must be the recipient of the Federal Pell Grant. Applicant must be enrolled in at least half-time study in an accredited degree program.

The student must be either a first-year or second-year student, or a student in a one-year-long certificate program at either a two-year or four-year educational institution. Second-year students must have a cumulative grade point average of 3.0 on a 4.0 scale by the end of their first year of undergraduate courses.

Students must also be in a recognized, rigorous secondary school program of study. To qualify for this, the New York State education agency, New York States local education agencies, and the Secretary of Education must consider the program of study to be rigorous. Programs that may qualify include an advanced or honors program.

As Thousands Of Applications Come In Questions Remain About The Implementation Of Gov Cuomos Initiative

Days after opening the application window for its free public college tuition program, New York received more than 21,000 applications.

It looks like a quick clip for a state that had projected Gov. Andrew Cuomos signature free tuition program would cover about 22,000 students in its first year. But its not yet clear how many applicants will actually receive awards. The number of applicants is also still small in comparison to the roughly 1 million New York students who apply for financial aid in a year.

Cuomos office has said officials are thrilled with the number of applications. However, some policy experts worry that the programs rapid start, short sign-up period, and high level of complexity have combined to create an unpredictable period for the state, its budget, and its public colleges and universities.

New York had received 21,106 Excelsior Scholarship applications as of 7 a.m. Monday, according to the states Higher Education Services Corporation. The application period opened June 7 and runs for about six weeks, through July 21.

Few other details were available Tuesday. About a third of the applications came from students who are either already enrolled in the City University of New York system or planning to enroll this fall as freshmen, according to a CUNY spokesman. A large majority of the CUNY applicants were continuing students, he said.

How To Transfer College Credits In New York

New York does not offer a statewide college system, but colleges and universities are encouraged to have transfer and articulation agreements. The City University of New York and The State University of New York both offer transfer agreements that extend to other colleges and universities in the state of New York.

These transfer paths offer a summary of the common lower division requirements for all SUNY campuses for similar majors. This is a great tool for students who are not yet enrolled in SUNY, but planning to attend.

CUNYâs Pathways general education framework is designed to work within the CUNY system, but is also typically accepted by other colleges and universities. CUNY notes that Pathways courses are similar to national norms, which facilitates transfer to other educational institutions.

Celeste Carruthers, a professor at the University of Tennessees Haslam College of Business who has extensively researched the states tuition-free programs, said Tennessee had done several things right. The first was keeping the program simple.

The crystal-clear message that college is free if you follow these steps and go to these places cuts through a lot of the clutter and opaqueness, Dr. Carruthers said. Need-based and merit-based programs in other states, she said, had less success attracting low-income students, some of whom have struggled to navigate the complicated college financial aid process.

Another aspect of Tennessees success was its focus on mentorship for students. One point that conversations about low graduation rates often overlook is that community colleges take all students, regardless of grades and test scores, said Juan Salgado, the chancellor of Chicagos community college system. Many are first-generation college students, and some are struggling with homelessness, hunger or other family problems.

College tuition is free in New York for students whose families make less than $100,000 beginning this Fall under a groundbreaking plan passed Tuesday that could set a precedent for other liberal states.

The Excelsior Scholarship would essentially fill the gap between current state subsidies and the cost of tuition at New York public colleges. Families who make under $100,000 will be eligible for the scholarship to cover tuition. The threshold for family income will be increased to $110,000 in 2018, reaching $125,000 in 2019.

The plan echoes what was proposed by Bernie Sanders and Hillary Clinton during the Democratic primary campaign, and its ultimate $125,000 income limit is the same as the one suggested by Clinton. Its backers hope it will become a model for others around the country.
