Governor Kathy Hochul and Mayor Eric Adams today announced the completion of an $84 million affordable housing development for seniors in the Bronx. The Trinity-Reverend William James Senior Apartments includes 153 apartments, with 57 apartments reserved for seniors who will have access to on-site supportive services through The Fortune Society.

“As we recover from the pandemic, it is critical that we take bold action to make New York a more affordable place for all, which is why my administration launched a comprehensive $25 billion affordable housing plan to help ensure every New Yorker has access to safe, affordable housing,” Governor Hochul said. “My administration will continue to prioritize transformative projects like this one that repurpose unused space to aggressively tackle the housing crisis. Every New Yorker deserves a place to live and the resources they need to thrive – not least of all our seniors and those who were formerly incarcerated.”

The development team includes BronxPro, The Fortune Society and United Methodist City Society.

The $91 million development is being financed using a combination of tax-exempt bonds issued by the New York State Housing Finance Agency , and additional subsidies provided by HFA and the New York City Department of Housing Preservation and Development through its Senior Affordable Rental Assistance program, and syndicated tax credit equity. The construction period tax-exempt bonds are being credit enhanced by Chase. The $36 million in tax credit equity was financed through an investment from a Freddie Mac Low-Income Housing Tax Credit Fund with Boston Financial Investment Management.

Project-based Section 8 rental subsidy is being provided by NYC HPD, with additional rental subsidy and ongoing operational funding for supportive services provided by the NYS Department of Health under the Empire State Supportive Housing Initiative . Arthur Avenue Apartments is designed to meet Enterprise Green Communities criteria with a host of planned sustainable features, including EnergyStar appliances, high-efficiency boilers and hot water heating systems. This is the second collaboration between the Hebrew Home and Foxy Management.

The financing deals worth a combined $245 million dollars will create 204 units of senior housing in the Bronxs Soundview neighborhood and 189 units of senior housing in Brooklyns Bedford-Stuyvesant neighborhood

The New York City Housing Authority the NYC Department of Housing Preservation and Development and the NYC Housing Development Corporation have finalized two deals that will bring 393 new affordable senior apartments to the Soundview neighborhood in the Bronx and the Bedford-Stuyvesant neighborhood in Brooklyn through the pending groundbreakings of the Casa Celina and Atrium at Sumner housing development projects.

Construction on the 205-unit Casa Celina building at a vacant parking lot site at NYCHA’s Justice Sonia Sotomayor campus and the 190-unit Atrium at Sumner building on NYCHA’s Sumner Houses campus in Brooklyn is expected to begin later this month. One superintendent unit is being constructed at each site each superintendent unit is included in the total unit count for each building.

“HDC is proud to provide the critical bond financing needed to make these projects a reality,” said HDC President Eric Enderlin. “Casa Celina and the Atrium at Sumner will provide 393 much-needed affordable homes with critical supportive services, all while fostering economic growth through employment opportunities and training that will support the neighboring NYCHA residents.”

Developed by RiseBoro Community Partnership and designed by Paul Castrucci Architects, the 80-unit affordable senior housing development is built with green infrastructure and water conservation and also has on-site social services. Available on NYC Housing Connect are 55 units for residents at 50 percent of the area median income , ranging in eligible income from $0 to $53,700.

Residents will have access to a shared laundry room, storage, elevator, outdoor spaces, and free parking via lottery system with electric vehicle charging stations.
