Three Macron Ministers Will Quit Their Cabinet Posts After Losing In Parliamentary Races

From Paris to New York

PARIS Three ministers appointed by President Emmanuel Macron who were running in French parliamentary elections were defeated on Sunday and will have to quit their jobs as a consequence, in a major symbolical rebuke to Mr. Macron who formed his cabinet only last month.

Fifteen of Mr. Macrons 27 cabinet ministers were running in Sundays second round of voting, including Prime Minister Élisabeth Borne, who was re-elected in a tight race. But the stakes for them were higher than for ordinary candidates: Mr. Macron, in keeping with an informal rule set up by former President Nicolas Sarkozy in 2007, had warned that ministers running for a seat would have to leave his cabinet if they lose.

Three ministers found themselves in this situation on Sunday, while a few others saved their jobs by narrowly winning a seat in parliament.

A first ominous sign came early in the evening from Guadeloupe, a French island in the Caribbean, where election results came in ahead of the mainland. Justine Benin, a junior minister for the sea who ran for re-election there, was defeated by her left-wing opponent. The health minister, Brigitte Bourguignon, also lost to a far-right candidate in the north.

Another top minister, Amélie de Montchalin, who is in charge of the countrys environmental transition, lost to a left-wing candidate.

But he also had a more concrete message: People should vote so that Ms. de Montchalin can carry on her work as a minister. That wasnt enough to convince voters.

The Flight Is Expensive To Operate

The cost of the NYC-Paris flights can only go so low because, well, it costs money to operate an airplane for thousands of miles. The other item that dictates the price of a flight is oil prices, says Seaney. At $50 or $60 a barrel, fuel surcharges typically are $200 to $350 of that price, he explains. Then the taxes and fees for an international trip are typically around $100. The ticket might reach $300 or $400 before the airline can even make a profit.

So then how is it that Norwegian is able to offer nonstop NYC-Paris trips starting at $140 each way? One of the main reasons why Norwegian chose to launch service from New York to Paris back in July of 2016 was that we believed it was an overpriced market where we could compete with our low-fare, high-quality approach, says Anders Lindström, the director of communications for Norwegian in North America.

Norwegian has one of the worlds youngest, and thereby also most fuel-efficient aircraft fleets, which is a major fact in keeping costs down, he explains. But of course, on a budget airline, the cost of meals and luggage check-in arent built into your ticket, which means you may have to cough up for them later.

The sustainability of the low-cost airline business model remains to be seen: Wow Air and other budget lines have gone belly up in the last few years.

Everyone Wants To Go To Paris

The simplest reason for the high cost is, of course, supply and demand, says Rick Seaney, the CEO of FareCompare: So, how many flights there are into Paris, that would be the supply. And the demand would be, how many people really want to go to Paris?

The answer, of course, is a whole lot of people: France is the most visited country in the world. In the month of July 2019, there 1,829 nonstop flights from the U.S. to Paris, says Seaney, who adds that nearly a quarter of those came from New York. In fact, there were more flights from New York to Paris last month than there were flights to Paris from the entire nations of Russia , China , or Canada .

Major airlines havent needed to drop prices because the demand for Paris was and remains so great. But luckily for travelers, there is a relatively new rival in the mix. Discounts are a function of competition, says Matthew Ma, cofounder of The Flight Deal. Between New York and Paris, at least seven airlinesAir France, American, Delta, United, Norwegian, XL Airways, and La Compagniehave nonstop service. There’s a lot of capacity between the two city pairs, says Ma. But the legacy airlines are really worried about Norwegian and have pretty matched Norwegian’s fares with regularity. Looking at the U.S.-Europe market, on any route with Norwegian service, you will see cheap fares.

French Election: Macrons Coalition Expected To Prevail But Will Be Weakened In Parliament

A far off glimpse of the Eiffel tower Paris 2012

In crucial vote, the French president was projected to lose the strong majority he needed to push through his domestic agenda, a setback for his second term.

PARIS In a serious blow to President Emmanuel Macron of France, his centrist coalition was projected to lose its strong majority in the lower house of Parliament on Sunday, after crucial elections that saw the far-right and an alliance of left-wing parties surge in seat numbers, leaving him with a slim lead and complicating his second term.

Projections based on preliminary vote counts gave Mr. Macrons centrist coalition 205 to 250 seats in the 577-seat National Assembly, the lower and more powerful house of Parliament more than any other political group, but less than half of all seats.

For the first time in 20 years, a newly elected president appeared to have failed to muster an absolute majority in the National Assembly, which will not grind Mr. Macrons domestic agenda to a halt, but will shift power back to Parliament after a first term during which Mr. Macrons top-down style of governing had mostly marginalized lawmakers.

Its not the result we were hoping for, Gabriel Attal, Mr. Macrons budget minister, told the TF1 television channel on Sunday, as he acknowledged that his party and its allies would have to find a stability in Parliament if they wanted to push through legislation.

Mr. Mélenchon, in a speech on Sunday to cheering supporters in Paris, called the results absolutely amazing.

The Far Right Wins A Record Number Of Seats

PARIS The French far right was projected to win a record number of seats in the election on Sunday, which could make it the third biggest political force in Parliament. It will also secure enough seats to form a parliamentary group for the first time since the 1980s, reflecting its solid political foothold and highlighting the success of s longtime efforts to moderate her partys image.

Ms. Le Pens party, the National Rally, was expected to win between 75 and 100 seats in the 577-seat National Assembly, according to preliminary projections. The party needs to secure only 15 seats to become a parliamentary group, a designation that would give it more public funding and speaking time, and specific legislative powers such as creating special committees.

That result came despite a lackluster legislative campaign by Ms. Le Pen.

After her loss to Emmanuel Macron in the presidential election in April, Ms. Le Pen all but disappeared from the political stage, resurfacing only in May to acknowledge on television that Mr. Macron would most likely secure a majority in Parliament indirectly conceding defeat in advance.

For several weeks, the National Rally campaigned without any real leadership, failing to drive the public debate around its favorite themes of economic insecurity, immigration and crime. Instead, much of the momentum has been with a coalition of left-wing parties that managed to overtake the far right as the main opposition force to Mr. Macron.

How Do The Elections Work And What Does The National Assembly Do

Frances 577 electoral districts cover the mainland, overseas departments and territories, as well as French citizens living abroad. Each district has one seat, attributed by direct popular vote in a two-round electoral system.

Any number of candidates can compete in the first round, which was held last week, but there are specific thresholds to reach the second one, on Sunday. While in most cases the runoff will feature the top two vote-getters, on rare occasions it will feature three or even four of them. Whoever wins the most votes in that runoff wins the race.

The system usually produces stable majorities that French governments can rely on, but it comes at a cost. The makeup of the National Assembly does not always accurately reflect the countrys broader political landscape and usually skews in favor of bigger parties. Smaller ones complain that their voters do not get the representation they deserve, fueling disaffection with the political system.

The idea of fixing that discrepancy by introducing a dose of proportional representation has been repeatedly floated by politicians, including Mr. Macron. But it is unclear whether the president will pursue the idea during his second term.

The National Assembly and the Senate, which is currently controlled by the right, are Frances two houses of Parliament. Both are based in Paris and play important roles in drafting bills and voting laws.
