Syracuse, N.Y. — The last two weeks have been a constant stream of thunderstorms, heavy rain and flash flood alerts in Upstate New York.

Some parts of Upstate have received two months of rain in two weeks. From June 30 to Tuesday, rain fell in Syracuse on 11 of 14 days. In Albany, it was 13 out of 14. Binghamton is having its wettest July on record.

The ground was so saturated in parts of the Southern Tier this week that it would have taken just a quarter-inch of rain to cause flooding. Storm after storm has ripped across Upstate, uprooting trees and causing power outages. A tornado struck a rural Oneida County town.

And over the next three days, up to 2 inches of rain could fall in Central New York, according to National Weather Service forecasts.

Whats going on? And when will it stop?

The reason for the storminess and heavy rain in Upstate New York, meteorologists say, is that were caught between the massive heat dome out West and a stubborn high pressure system in the Atlantic Ocean. Those two systems essentially form the sides of a funnel that channels Gulf of Mexico moisture to the Northeast. When ripples of air in the atmosphere sliding from west to east clash with all that warm, moist air, thunderstorms erupt.

What were seeing now isnt unusual for Upstate New York, Roundy said.

Driving In Rain Fog Or Snow

A bit of rain, snow or ice makes roads slippery. Wet leaves can be slippery and hazardous. Reduced speed and increased following distance improve your safety under these conditions . Take additional care on curves, turns and expressway ramps.

In heavy rain, your tires can begin to ride on the water that is on top of the road pavement. This is called “hydroplaning” and can cause complete loss of traction and control of steering. New York State law requires you to turn on your headlights when the weather conditions require the use of windshield wipers to clear rain, snow, sleet or fog. “Daytime lights” do not qualify as headlights.

Headlights on high beams reflect rain, fog and snow as it falls. This makes it even harder for you to see. For better visibility during these weather conditions, keep your headlights on low beam. Reduce your speed. Signal your turns further ahead of time to give other drivers and roadway users more warning. Brake early when you decrease speed behind another vehicle or come to an intersection stop.

Two-thirds of all deer-vehicle collisions occur during the months of October, November and December. This is also the time when deer breed and when they travel the most. Daily deer activity is highest at dawn and dusk, which often is the highest time of travel for motor-vehicle commuters. Deer travel in groups – if you see one, expect more. Areas where there have been many deer-vehicle collisions often are marked with deer crossing signs. The New York State Department of Environmental Conservation recommends these precautions motorists can take to reduce the chance of a deer hit:

  • Be careful when you drive at dawn and dusk this is when driver visibility is bad and the deer are most active.
  • The risk of deer-vehicle collisions increases when deer movements increase during breeding season in October, November and December.
  • If you see a deer go across the road, decrease speed and be careful. Deer travel in groups, expect other deer to follow.
  • Use emergency lights or flash your headlights to warn other drivers when deer are seen on or near the road.
  • Use caution on roadways marked with deer crossing signs. These signs are put in areas that have had a large number of deer-vehicle collisions.

When Will It Stop Raining In Nyc Forecaster Details Final Stages Of Henri

STATEN ISLAND, N.Y. The torrential rains unleashed by tropical rainstorm Henri likely will end late on Monday afternoon, followed by days of dry, hot weather that could produce lush lawns on Staten Island, according to a senior meteorologist from AccuWeather.

I think the worst of the weather is done, said Tom Kines, noting that Henri is swirling over the Hudson Valley on Monday morning as it barrels eastward across southern New England.

The chances for precipitation are anticipated to decrease throughout the afternoon. Rain events likely will become less numerous and more isolated after 3 or 4 p.m., but up to 6 oclock is fair game for a shower, Kines said.

While totals vary in our borough, Kines estimated that Henri already has blasted between four and five inches of rain on The Rock and could spray an additional half or even three-quarters of an inch of precipitation.

There are going to be some showers that come through during the course of the day today and any of those showers can have downpours, but I dont envision us having a prolonged period of heavy rain like weve had over the past couple of days, Kines said.

The winds have picked up a bit over the past few hours making for a breezy Monday, but nothing out of the ordinary, Kines said.

    New Yorks Mayor Outlines Rain

    Rainy Day New York: Subway Stops Near Major NYC Attractions

    Mayor Bill de Blasio of New York announced new measures for rain emergencies, driven by climate change, including issuing weather-related travel bans and quickly evacuating people in basement apartments and other areas at high risk for flooding.

    On Thursday, Mayor de Blasio suggested that the experts had led the city astray, saying that the city was told to expect three to six inches of rainfall over the course of the whole day, something he cast as not a particularly problematic amount.

    As residents dried out and cleaned up, there was already strong pushback to the mayors remarks, especially from elected officials who represent communities outside Manhattan.

    I think anyone who is saying they were surprised or caught off guard is being disingenuous, said Justin Brannan, a councilman who represents Bay Ridge in Brooklyn and is chairman of the Committee on Resiliency and Waterfronts.

    Mark Treyger, a councilman who represents Coney Island and Bensonhurst in Brooklyn, noted that a federal plan to study resiliency in the area was recently postponed, even as the city embarks on the $1.45 billion East Side Coastal Resiliency plan to protect Lower Manhattan, which is scheduled to be completed in 2023.

    Im not questioning the needs of Manhattan in terms of resiliency. Im questioning the sense of equity across the five boroughs, Mr. Treyger said.
