Its easiest to think of Airbnbs primary disagreements with the city right now in three parts, all of which involve the Mayors Office of Special Enforcement, a task force created in 2006 to address quality of life issues in New York City, including the preservation of affordable housing stock and promoting safe building conditions. Apartments rented throughAirbnb Inc. and other home-sharing sites would have to be registered with New York City under a city council bill introduced Wednesday.
City Councilman Ben Kallos, a Manhattan Democrat, said the bill would reduce the number of illegal short-term rentals and increase the stock of permanent housing in the city. Mr. Kallos said the legislation would also help the hotel industry, which saw occupancy rates decline because of the Covid-19 pandemic.
Currently, it is illegal to rent an entire apartment or home in a building for fewer than 30 days. However, enforcement of the law is largely driven by complaints from neighbors. The Mayors Office of Special Enforcement handles investigations into illegal rentals in the city.
The bill would prevent thousands of illegal short-term rentals from getting on Airbnb and other home-sharing sites, Mr. Kallos said.
This legislation will mean that registrants, through the registration process, will learn whether or not they can even be hosts, he said in an interview.
It is unclear when the city council will vote on the bill.
Alex Dagg, the northeast policy director for Airbnb, said in a statement Wednesday that it was disappointing to see legislation meant to limit tourism at a crucial time in the city.

Ny State Enacts Restrictions On Airbnb Fines Of Up To $7500 For Illegal Rentals
ALBANY, N.Y. — New York state enacted one of the nation’s toughest restrictions on Airbnb on Friday with a new law authorizing fines of up to $7,500 for many short-term rentals.
The measure signed into law by Democratic Gov. Andrew Cuomo applies to rentals of fewer than 30 days when the owner or tenant is not present.
Supporters of the measure say many property owners use sites like Airbnb to offer residential apartments as short-term rentals to visitors, hurting existing hotels while taking residential units off the already expensive housing market in New York City.
“Today is a great day for tenants, seniors, and anyone who values the safe and quiet enjoyment of their homes and neighborhoods,” said Manhattan Democratic Sen. Liz Krueger, a co-sponsor of the bill. “For too long companies like Airbnb have encouraged illegal activity that takes housing off the market and makes our affordability crisis worse.”
Airbnb said it would immediately file a lawsuit challenging the law.
“In typical fashion, Albany backroom dealing rewarded a special interest — the price-gouging hotel industry — and ignored the voices of tens of thousands of New Yorkers,” said Josh Meltzer, Airbnb’s head of public policy in New York.
Enforcement of the new laws will be a challenge. Thousands of short-term apartment rentals are listed for New York City despite a 2010 law that prohibits rentals of fewer than 30 days when the owner or tenant is not present.

The New York State Multiple Dwelling Law classifies buildings containing three or more dwelling units as Class A multiple dwellings The law states that Class A multiple dwellings must be occupied for at least 30 or more consecutive days by the same individual or group of people independently. In such properties short-term leases are illegal, unless a permanent resident of the dwelling is present during the entire rental period, which eliminates corporate hosts and also forces the short-term stay of the tenants in a shared space.

Get Permission From Your Landlord
Although some people rent on Airbnb without telling their landlord, it’s not a good idea and can get you evicted. If neighbors complain or your landlord objects to short-term rentals, you could get into a messy situation, quick.
Be respectful and tell your landlord that you’re exploring the opportunity to rent on Airbnb. Speak openly and gauge their receptiveness to the idea. Be flexible, open-minded and honest with your intentions, and you might be able to work something out.
