I can speak for NY only, a car is not needed or recommended, the subway will take you to any part of the city much faster then you can drive. The traffic is hectic.

If you are “going to different places in NJ and NY” from Ridgefield Park, a car would be very helpful. You could use the car to get to the ferry to Manhattan, and more importantly, you can use the car to get to your destinations in New Jersey, which may be difficult or impossible to get to without a car.
