Students included on the regular day school register generally should be enrolled or scheduled for a full day’s session of schooling as such session is defined in Section 175.5 of Commissioner’s Regulations. Scott Tranter knows how deeply the coronavirus has affected New York State, with 300,000 people testing positive, 18,000 dead and the economy shut down.

But in his empty diner 200 miles north and west of New York City, it made little sense to him why businesses like his could not reopen.

Mr. Tranters plea is common in upstate New York, where many rural areas remain largely unaffected and some counties report under 10 cases.

In Herkimer County, a solidly Republican area, three people have died from the virus and 58 people have tested positive out of 61,000 residents, according to the state.

Yet the order still has had a profound impact here, as it has throughout upstate: Unemployment claims have spiked as businesses from florists to flooring have shuttered. Paycheck-to-paycheck families are compelled to use food banks. Farmers are pouring out unwanted milk.

Hopes for a respite were raised this week, when Governor Cuomo announced that some manufacturing and construction businesses could be back in business by mid-May, specifically mentioning the Mohawk Valley, where Herkimer sits.

The Last Patients At The Javits Center Temporary Hospital Will Be Released Today

The last eight patients at the Jacob K. Javits Center, the sprawling glass complex in Manhattan that was turned into a makeshift 2,500-bed hospital, are expected to be discharged or transferred today, the Federal Emergency Management Agency said.

A New York State official confirmed that the Javits Center was winding down, but noted that Governor Cuomo has said he wants to keep the facility on standby in case the extra beds are needed in the fall for a second wave of virus cases, a heavy flu season, or both.

A spokesman for Northwell Health, which has overseen clinical operations at the Javits Center, said it had cared for 1,093 patients in total.

Like the Navy hospital ship Comfort, which left New York on Thursday, the Javits Center never came close to reaching its capacity.

A Brooklyn Cemetery That Offered Fresh Air Saidvisitors Were Not Respecting Grave Sites

When it was clear that restless New Yorkers were desperately seeking outdoor recreation and crowding city parks, Green-Wood Cemetery extended its visiting hours.

But the cemetery, a national historic landmark in Brooklyn spread over nearly 500 acres, emphasized to those looking for fresh air and exercise that it was a sanctuary for the dead not a park. Only serene walks were allowed.

It appears not everyone got the message. On Friday, Green-Woods president, Richard J. Moylan, sent an email to visitors saying that some peoples conduct at the cemetery had been disrespectful enough that it was considering shutting to the public.

Some of our visitors have behaved very badly, Mr. Moylan wrote. They have brought their dogs. Theyve ridden bikes. Their kids have climbed trees. Theyve taken flowers that had been placed on graves. None of these actions is appropriate or permitted.

With sunny, warm weather in the forecast, Mr. Moylan urged visitors to follow the rules so the cemetery could stay open to the public.

If things dont change, we may be left with no choice but to close our gates as many other cemeteries have done, he wrote.

Gov. Andrew M. Cuomo of New York announced that schools would stay closed through the end of the school year, and that summer school plans would be determined by the end of May.

Our past actions changed the past trajectory. Our present actions will determine the future trajectory. It is that clear. It is cause and effect. You tell me what we do today, I will tell you the number of people sick tomorrow. Were going to have the schools remain closed for the rest of the year. Were going to continue the distance learning programs. Schools have asked about summer school, and whether well have attendance in schools for summer school. That decision will be made by the end of this month. Again, nobody can predict what the situation is going to be three, four weeks from now. So were trying to stage decisions at intervals that give us the information, but also enough time for people to make the preparations they need to make.

Exams are over, grades are in and in many places camp is already in session. At this point, most students know whether they are bound for summer school or summer fun.

Yet its not until Tuesday afternoon that most public schools officially close for the summer. Most have half-days, and some have half-empty classes. On Monday, only 68 percent of students were in school long enough to be counted present.

In the past, administrators often looked the other way when students skipped out a few days short of the years final dismissal. Some still do.

But these days, with numbers holding so much power over the fates of schools and their leaders, some principals are counting heads. They know that empty seats, even in the waning days of the school year, can lower their average attendance rates and shave points off their annual progress reports issued by the city.

But how do you motivate students to attend the last few days of school when there is really no academic reason for them to be there?

For some schools, herding their flocks to the classroom one final day involves a fair amount of planning, hyping and delaying gratification.

We wait until the last day but we dont tell them when or what time, either, Mr. Kimmel said on Monday. Theyre here today thinking were giving them out today.

Finding the right bait to keep students in their seats takes effort, and even with the heightened focus on attendance rates, not all administrators are up for it.

A Paramedic From Colorado Who Came To Nyc To Help Fight The Virus Has Died Of It

A visiting paramedic from Aurora, Colo., Paul Cary, 66,died of the coronavirus, Mayor Bill de Blasio said on Friday.

Mr. Cary was one of thousands of health care workers from around the country who flooded New York to help shore up the citys overwhelmed health care system.

Another Life And Death Fight: Kidney Failure During A Pandemic

Jamal Uddins battle for his life took shape in a Brooklyn intensive care unit as the coronavirus swept the city.

He had a ventilator to help him breathe. But what Mr. Uddin lacked, his family says, was adequate access to dialysis, a common treatment for impaired kidney function that was not available in sufficient quantities as waves of Covid-19 patients arrived in ambulances at the emergency rooms.

At the peak of the coronavirus outbreak, the number of Covid-19 patients fighting kidney failure led to soaring demand for dialysis at hospitals around New York City, including at N.Y.U. Langone Hospital-Brooklyn, where Mr. Uddin died April 14.

Records reviewed by The New York Times show that nephrologists there sounded the alarm that they did not have the medication, staffing or machines to deal with the influx of patients.

N.Y.U. Langone-Brooklyn was not the only place where shortages left doctors making life-or-death decisions. In response to the unexpected demand for emergency dialysis, state officials last week requested specialized dialysis machines from the federal stockpile. This week, the state received 50 of the advanced machines.

Had these people received what they needed, some of them, at least, would have lived longer, said a physician in another New York City hospital.

The last day of school for New York City’s public school students for the 2015-2016 academic year is June 28, according to the Department of Education.

The first day of summer school is set to begin July 7 and runs until August 11 for elementary and middle school students. High school students have their last day of summer school on August 16.

And in case you just can’t wait to get back to the classroom, the first day of school for the 2016-2017 academic year kicks off on Sept. 8.

No touch consultations will be the rule at beauty counters. Ear piercing, bra fittings and alterations will be temporarily suspended. Fitting rooms will be limited. Employees will wear company-issued cloth masks. And trying on dress shirts? Forget about it.

Macys, one of the biggest department store chains in the United States, is aiming to reopen all of its 775 stores, including Bloomingdales, Bluemercury and its major flagships in Manhattan, in the next six to eight weeks, the latest sign of how eager the nations largest retailers are to return to business.

The reopenings are expected to start on Monday, with 68 stores in Georgia, Oklahoma, South Carolina, Tennessee and Texas. Macys will reopen 50 more locations on May 11. The companys stores have been closed since March 18 because of the coronavirus pandemic, causing the majority of its sales to dry up.

In a presentation on Thursday, Macys illustrated what the new shopping experience might look like: Stores will be filled with signs reminding customers to stand six feet apart, plexiglass barriers will be installed at cash registers and hand sanitizer stations will be placed by elevators and escalators.

Even before the pandemic, foot traffic to stores had been down, and it remains to be seen whether shoppers will venture into these newly restricted environments while the country continues to deal with a highly contagious virus.
