Addressing Food Insecurity In New York

The New York City’s Department of Social Services-Human Resources Administration received 152,244 more applications for SNAP benefits from March 2020 to December, a 55% increase over that period.

Ian Martin, the agency’s spokesman, said the volume of applications for SNAP is slightly above normal pre-pandemic rates and that “the total SNAP caseload in NYC has continued to rise, and today, there are approximately 16% more cases receiving SNAP benefits compared to February 2020.”

Darcie Miller, the commissioner of the Orange County Department of Social Services, said she warned that the lapse of enhanced benefits in September will hinder food security.

“We’re all prisoners of the economy,” she said. “Despite SNAP benefits and the support that households get from that, we acknowledge that there are people who still are food insecure.”

Unlike most counties in New York, Orange County saw a decrease in SNAP enrollment from before the pandemic to April 2021.

But county officials warned that just became SNAP benefits fell slightly, it doesn’t mean residents are not seeking government help.

Scott Imhof, the county’s social welfare examiner, said more county resources are being used to address food insecurity during the pandemic not just through food stamps.

How Do I Request A Waiver Of The Face

Not all households qualify for a waiver of the face-to-face interview.

However, with the COVID-19 pandemic, many interviews for SNAP are being conducted over the phone.

Additionally, if all the adults in the household are elderly and/or disabled, and there is no earned income in the household, the local Department of Social Services MUST waive the face-to-face interview.

If the face-to-face interview is waived, then the interview will be conducted either by telephone or a scheduled home visit.

A department worker cannot go to the applicants home without notice to the applicant who is to be interviewed.

Furthermore, if you do not meet the criteria for an automatic waiver, you might be able to get a waiver of the face-to-face interview by requesting a waiver due to hardship.

A hardship is generally a situation that prevents the applicant from getting to the local Department of Social Services for the interview.

This can include:

  • Work hours that conflict with the local DSS business hours

However, waivers are granted on a case-by-case basis.

SNAP Overview

The federal food stamp program is now called the Supplemental Nutrition Assistance Program . SNAP is the largest domestic program available to nutritional assistance, and it is available for low-income individuals and families that meet the eligibility requirements. The federal food and nutrition service works with a wide range of other organizations including state agencies, nutrition educators, and neighborhood organizations to provide SNAP recipients with nutrition assistance and information.

The local agencies provide aid for people while they are going through the application process, and once people are approved, these agencies help them to access their benefits. The goal of this program is to provide monetary assistance with food while the members of the household are actively looking for work or working in positions that do not pay enough to cover food and living costs.
