New York Health Insurance Overview

Nearly 2.1 million New Yorkers had no health insurance in 2013 when the Affordable Care Act was implemented. This number dropped to more than half at 1 million uninsured residents by 2019.

New Yorks expansion of Medicaid in 2013 contributed to more residents getting health insurance.1 The ACA allowed states to expand eligibility to childless adults who earn up to 138% of the federal poverty level. As of June 2019, nearly 300,000 New Yorkers gained coverage under Medicaid expansion.2

Other options for low-income residents include New Yorks Essential Plan, which offers coverage through private companies outside of the Marketplace. Residents can also get health plans through the Marketplace. These policies qualify for tax credits that can reduce your monthly premium.

Prenatal Care Assistance Program

The PCAP in New York offers family planning advice, routine prenatal care, maternity, and hospital care during delivery, up to two months of full health care after delivery and newborn care for up to one year in hospitals and treatment centers that provide such services. It also routinely offers HIV counseling and testing to pregnant women. New York Health Insurance Marketplace

New York State of Health is a one-stop-shop to apply for private health insurance. You can also find out if you qualify for ACA subsidies and check eligibility for low-income health insurance programs. New Yorks low-income programs include Medicaid, Child Health Plus, and the Essential Plan.

New Yorks Open Enrollment Period for ACA-qualified health plans began on November 1, 2020 and ended on January 31, 2021.4

Normally, if you missed sign ups, you can apply for 2021 coverage if you have a qualifying life event, such as marriage or childbirth. Pregnancy is also a qualifying event in New York.5

The next enrollment period for the 2022 plan year starts on November 1, 2021. If you qualify for Medicaid, Child Health Plus, or the Essential Plan, you can enroll at any time.6

In general, private insurance pays medical providers more than Medicare does. Under a Medicare for all system, Medicare would pick up all the bills. Paying the same prices that Medicare pays now would mean an effective pay cut for medical providers who currently see a lot of patients with private insurance.

To be enrolled in the MCTP in New York, you need to complete an application with a New York State Department of Health Cancer Services Program trained designee and/or be referred to the program by a Designated Qualified Entity , who is a person trained by the New York State Department of Health to assist individuals to complete the MCTP application.

No. New York prohibits the sale of health plans that dont provide comprehensive coverage or essential health benefits. This ban includes short-term health plans, which dont count as qualified coverage under the Affordable Care Act .
