New York Health Insurance Overview
Nearly 2.1 million New Yorkers had no health insurance in 2013 when the Affordable Care Act was implemented. This number dropped to more than half at 1 million uninsured residents by 2019.
New Yorks expansion of Medicaid in 2013 contributed to more residents getting health insurance.1 The ACA allowed states to expand eligibility to childless adults who earn up to 138% of the federal poverty level. As of June 2019, nearly 300,000 New Yorkers gained coverage under Medicaid expansion.2
Other options for low-income residents include New Yorks Essential Plan, which offers coverage through private companies outside of the Marketplace. Residents can also get health plans through the Marketplace. These policies qualify for tax credits that can reduce your monthly premium.

Prenatal Care Assistance Program
The PCAP in New York offers family planning advice, routine prenatal care, maternity, and hospital care during delivery, up to two months of full health care after delivery and newborn care for up to one year in hospitals and treatment centers that provide such services. It also routinely offers HIV counseling and testing to pregnant women. New York Health Insurance Marketplace
New York State of Health is a one-stop-shop to apply for private health insurance. You can also find out if you qualify for ACA subsidies and check eligibility for low-income health insurance programs. New Yorks low-income programs include Medicaid, Child Health Plus, and the Essential Plan.
New Yorks Open Enrollment Period for ACA-qualified health plans began on November 1, 2020 and ended on January 31, 2021.4
Normally, if you missed sign ups, you can apply for 2021 coverage if you have a qualifying life event, such as marriage or childbirth. Pregnancy is also a qualifying event in New York.5
The next enrollment period for the 2022 plan year starts on November 1, 2021. If you qualify for Medicaid, Child Health Plus, or the Essential Plan, you can enroll at any time.6
New Yorkers have until December 31, 2021 to sign up for health coverage due to the coronavirus pandemic.

How Much Would Doctors And Hospitals And Other Providers Be Paid

In our current system, doctors, hospitals and other health care providers are paid by a number of insurers, and those insurers all pay them slightly different prices. In general, private insurance pays medical providers more than Medicare does. Under a Medicare for all system, Medicare would pick up all the bills. Paying the same prices that Medicare pays now would mean an effective pay cut for medical providers who currently see a lot of patients with private insurance.
For a Medicare for all system to save money, it needs to reduce the health care industrys income somewhat. But if rates are too low, hospitals already facing financial difficulties could be put out of business.
Neither Mr. Sanderss legislation nor the Jayapal House bill specify what the Medicare for all system would pay, but they say that Medicare would establish budgets and payment rates. So our estimators offered their best guess of what they thought such a plan might do.

To be enrolled in the MCTP in New York, you need to complete an application with a New York State Department of Health Cancer Services Program trained designee and/or be referred to the program by a Designated Qualified Entity , who is a person trained by the New York State Department of Health to assist individuals to complete the MCTP application.
Full Medicaid benefits are provided for those enrolled in the MCTP for an initial period which is determined by the type of cancer or precancerous condition of the person receiving treatment.
To be eligible for the MCTP, you must:

No. New York prohibits the sale of health plans that dont provide comprehensive coverage or essential health benefits. This ban includes short-term health plans, which dont count as qualified coverage under the Affordable Care Act .
States that follow federal rules for short-term health insurance offer coverage for up to 364 days with renewals up to 36 months. Short-term plans are used to fill temporary gaps in coverage, such as when youre in between jobs or waiting for new benefits to start.
Short-term health plans are usually cheaper than ACA-qualified insurance. But if youre concerned about cost, you can use the New York State of Health Marketplace to see if you qualify for Medicaid or the Essential Plan. These programs provide coverage beyond what a short-term plan would offer.

Estimated administrative costs as a share of all spending
The complexity of the American system means that administrative costs can often be high. Insurance companies spend on negotiations, claims review, marketing and sometimes shareholder returns. One key possible advantage of a Medicare for all system would be to strip away some of those overhead costs.
But estimating possible savings in management and administration is not easy. Medicare currently has a much lower administrative cost share than other forms of insurance, but it also covers sicker people, distorting such comparisons. Certain administrative functions, like fraud detection, can have a substantial return on investment.
The economists all said administrative costs would be lower under Medicare for all, but they differed on how much. Those differences amount to percentage points on top of the differing estimates of medical spending. On this question, there was rough agreement among our estimators that administrative costs would be no higher than 6 percent of medical costs, a number similar to the administrative costs that large employers spend on their health plans. Mr. Blahous said a 6 percent estimate would probably apply to populations currently covered under private insurance, but did not calculate an overall rate.
