New Yorks push for legal sports betting really began in 2013, when the state passed a law to allow sports betting at four physical casinos. The law, which was based on a statewide referendum, explicitly mentions the following four casinos:

ALBANY Legalizing online sports gambling in New York State already faced a questionable future in Albany this year.
But after last weeks appeals court ruling declaring illegal the states daily fantasy sports betting program, the broader and far more lucrative sports gambling initiative could now face even more hardened opposition.
I think we get a little more credibility with our arguments because we won the case, said Cornelius Murray, an Albany lawyer who has pursued a number of legal challenges over the years against proliferation of gambling programs in New York. He represented several New York residents opposed to the fantasy sports.
Critics and supporters of online sports wagering agree the case involving daily fantasy sports, or DFS as the industry calls it, involves different legal questions than the ones surrounding mobile sports gambling.
A midlevel appeals court last week said the New York State Legislature overstepped its authority in 2016 when it declared daily fantasy sports is not a form of gambling banned by the state constitution. The courts majority wrote that the Legislature does not have unfettered discretion to say what is, and is not, gambling. That power is reserved to the constitutional amendment process, which involves voters of the state, according to the court.

An estimated 20% of the sports betting action in New Jersey comes from New Yorkers crossing the state border, according to a note published by Macquarie on Monday.

Two Coalitions Win Bids
The online sportsbook license bidding process in New York included two coalitions of companies that are well-known in the gambling industry.
The first includes Wynn Interactive, Caesars Sportsbook, Resorts World and Rush Street. Those four companies all are major players in the online sportsbook world and already operate online sportsbooks in other states.
The second coalition includes two of the giants in the fantasy sports world DraftKings and FanDuel as well as two veterans of the casino industry Ballys Interactive and BetMGM.
While many bettors may be excited to hear some of these well-known names be approved for sports betting licenses in New York, some others were not so happy. There were, in fact, some lawmakers in the state capital who were hoping that some other players would be approved for licenses, and not just the good old boy systems, as state Assemblyman Gary Pretlow said.
One person the states Gaming Commission passed over was Jay-Z. He had teamed with sports apparel company Fanatics to make a bid for an online sports gambling license in New York.
The sports gambling division of that company will have Jay-Z as its vice chairman, with the founder of Fanatics, Michael Rubin, serving as the CEO. The former CEO of FanDuel, Matt King, was also expected to play a part in the sports gambling division.
For now at least, that partnership wont have access to online sports gambling in the Empire State.
New York City Sports Betting: Why No Downstate Sportsbooks
Why are there no retail sportsbooks in New York City? Despite being the largest metropolitan area by both population and square miles, Downstaters need to travel Upstate or wait for the launch of legal online sportsbooks early next year.
Only four commercial casinos in Upstate and tribal casinos were approved to offer sports betting. That means the largest casino in the state, Resorts World Casino New York City, does not currently offer sports betting.
