You will be eligible to apply for a NYS driver’s license if you have one of the following documents and it is still valid:
- I-20 or
3. Take a written test and eye exam
The written test is based on the information in the Manual. If you wear glasses or contact lenses, please wear them for the eye exam.
4. Complete a 5-hour mandatory pre-licensing course

What kind of documents can I show that will prove my date of birth?
To prove your date of birth, you must submit one of the following:
- Your Foreign Passport, U.S. Visa and I-94 OR Admission Stamp . Your passport must be in English. If your passport is not in English, you should get a certified translation from your country’s Embassy or Consulate
- Refugee Travel Document
Outside Of The United States
If youre living outside of the country, you can apply for an international drivers license in most countrys as long as you have a license from that country.
The requirements may vary in each country, but you usually need your license, passport, and two passport-size photos plus the application fee.
Do You Need To Be A Us Citizen To Get A New York State Drivers License
No. Temporary visitors from other countries or those who have not yet obtained citizenship can still apply for a drivers license. This is true regardless of whether the individual plans to obtain legal resident status or return to their home country following the expiration of their visa. A license issued to a temporary foreign visitor will expire on the same day as the visa.
