Cashless Tolling Billing Segments

The Thruways toll rate structure did not change with the conversion to cashless tolling. There are, however, some slight changes to the way transactions will be displayed on E-ZPass statements and Tolls by Mail invoices.

The Thruway ticketed system has been divided into 14 segments 6 start/end segments and 8 fixed toll segments . In the illustration below, the brown and green highway gantries represent the tolling segments. These brown and green highway gantries are located between exits. The blue gantries are located on the entry/exit ramps of the Thruway.

Each time a driver travels under a fixed toll gantry , the toll will display on an E-ZPass statement or toll bill invoice as a fixed toll transaction .

For each start/end segment , the toll will be based on where you entered and exited. When a driver travels through multiple segments, multiple transactions will appear on their statement/invoice.

NEW YORK Earlier this week, CBS2 told you a story about the Metropolitan Transportation Authority pulling over a man facing tens of thousands of dollars in unpaid tolls and fees.

But not ever toll violator is such an egregious evader.

So what are local agencies doing to track down the commuters who are more casually avoiding payment by ignoring the tolls in the mail? CBS2s Jessica Layton explains the consequences.

When the MTA nabbed the person in a car on the Bronx Whitestone Bridge, it was a good get. The guy who owed $58,000 in unpaid tolls and fees was one of the most persistent toll violators the agency has ever seen.

That was a big fish, said Daniel Decrescenzo, president of MTA Bridges and Tunnels.

But if hes a big fish, what about the motorist minnows who dont owe that much, but are still ignoring tolls sent by mail? Dont assume theyre off the hook.

My saying is, Were always chasing the money,’ Decrescenzo said.

Maybe youve seen the posted warning signs, but what really goes into enforcement?

Decrescenzo says if you dont have an E-ZPass, you will get a bill for the toll within 30 days. If you dont pay that, another bill will in 60 days plus a $5 late fee. After 90 days, youre officially a violator.

Now we can take legal action or enforcement action against you, and we even give you time after that before we submit your plate for suspension to DMV, Decrescenzo said.

The agency collected about $1.7 billion in tolls last year.

What Happens If I Don’t Pay The Toll

After your travel, you’ll get a bill in the mail 30 to 40 days later .

From there, you have 30 days to pay it. If you don’t, a second bill with a $5 late fee attached will be sent 30 days later, according to the Thruway Authority.

If you don’t pay it by the second due date, it becomes what’s known as a “toll violation,” which carries a $50 fine per trip.

From there, a motorist has 15 days to pay the violation or risk it being sent to a collection agency.

If you fail to respond to three toll violations in a five-year period, the state can suspend your vehicle registration under state law.

Cash payments speak for themselves. Paying with cash means using legal tender, whether notes or coins, in order to pay your toll.

For agencies that collect cash payments, tolls are often taken at unstaffed toll booths. In such cases, exact change is often required.

In case exact an payment is not available, many agencies will permit overpayment at an unstaffed toll booth however, no change will be issued for payment above the required toll. Change can only be issued at staffed toll booths.

In such circumstances, the option to use a credit card or debit card is sometimes available.

Mobile Apps

Part of the issue is integration, as many competing apps are accepted by various agencies. However, no single agency currently accepts all apps for payment, and no toll payment app has yet been adopted universally.

The Thruway Authority contends its system has enough safeguards in place to ensure it can properly bill motorists.

The high-tech cameras on the tolling gantries capture photos of each vehicles license plate from multiple angles. If the automatic system doesnt pick up the plate system on its own, it flags a manual review in which the photos can be enhanced and assessed by a human.

Under state law, its the responsibility of the driver to ensure their license plate is clean, readable and unobstructed. Otherwise, the driver can face a fine of $25 to $200, according to the Vehicle and Traffic Law.

Motorists should be fully aware of their responsibility to have clean and visible plates, and the New York State Police will enforce these vehicle traffic laws, said Jennifer Givner, Thruway spokesperson.

That said, thousands of New York motorists are driving around with plates that are peeling, a common problem that forced the state into changing vendors for the plates laminate covering. The state DMV offers free replacements for any peeling plates.

George Washington Bridge Is Going Cashless: Port Authority

Starting next week, drivers on the George Washington Bridge will no longer be able to pay tolls in cash.

The busy crossing connecting New York City to New Jersey will be cashless beginning Sunday, the Port Authority said. Toll booths will eventually be replaced with an electronic system that will capture images of license plates for drivers without an EâZPass, who will then be billed by mail.

As of Jan. 5, 2020, the toll for cars was $16, with discounts offered for E-ZPass users.

“Our team and our contractors really did a great job pulling this off,” said Robin Bramwell-Stewart, a deputy director of the Tunnels, Bridges and Terminals department of the Port Authority, on NY1.

Once the system is activated, drivers won’t have to stop or slow when crossing the bridge, minimizing traffic and congestion. Bramwell-Stewart also expects “a significant reduction in crashes in the area around the toll booth.” However, carpool discounts will come to an end once the bridge goes cashless.â

“Our system takes license plate images. We do not take images of people in the cars,” Bramwell-Stewart said. “For the time being, what we are suggesting to carpool users is that they take advantage of some of the other discount programs that we have.”

The work to install the gantries housing the equipment that collects vehicle toll information began more than a year ago, officials said. Crews used a hydraulic crane to lift pre-assembled 20-ton gantries approximately 25 feet above the roadways.

Each rental car company is different. It might be cheaper just to pay in cash and tell them you do not want the EZpass.

    I remember Thanksgiving 2010 when I went to visit relatives in Queens. Returning to NJ, there was a humungous backup at the Verrazano Bridge. Hours to wait when paying by cash. Breezed through with my EZ-Pass.

    Oftentimes the cash payers block all lanes so there may be EZ pass lanes wide open up ahead but you can’t get to them

    When the weekend warriors get on the road the cash lanes get really crowded but worker bees mostly have EZ pass tags so it’s not so bad
