ALBANY, N.Y. New York State will soon announce plans to usher in its first outlets for retail sales of marijuana by the end of the year, giving applicants access to stockpiles of the drug grown by local farmers and offering sweeteners like new storefronts leased by the state.
The only catch? To be one of the states first licensed retailers, you or a member of your family must have been convicted of a marijuana-related offense.
The policy, to be announced by Gov. Kathy Hochul on Thursday, is part of a concerted push to assure that early business owners in the states projected billion-dollar marijuana industry will be members of communities that have been affected by the nations decades-long war on drugs.
In favoring those with marijuana convictions and prepping their businesses for turnkey sales, New York appears to be trying to avoid pitfalls encountered in some other states, which have seen designated social equity applicants and other mom-and-pop marijuana businesses struggle with issues like lack of capital or competition from deep-pocketed corporate operations.
But thats how it should be, she said.

How Is Medical Marijuana Different Than Adult
With the new law set to take effect soon, it is only a matter of time before the cannabis industry develops into a multi-billion industry. Medical Marijuana Program Applications
We expect the process to be quite similar to how New York medical marijuana program applications are handled. But only time will tell!
Heres some insight into how the Department accepts applications for registration as a registered organization:
Each applicant had to submit two fees with their application a non-refundable application fee of $10,000, and a registration fee of $200,000.
The $200,000 registration is refunded if the applicant isnt issued a registration. During the time the Department was evaluating and accepting completed applications, there was a deadline for submission.
The New York Code of Rules and Regulations and the Departments Medical Marijuana Program website showed the deadline for submission of questions pertaining to the application process. This deadline was May 21, 2015, and the deadline for Department receipt of applications was June 5, 2015.
We can expect something similar to be put in place for adult-use dispensary licenses. But time will tell what the state expects from applicants.
Opening A Cannabis Dispensary In New York
If you are planning to open a marijuana dispensary in the state of New York, you will need to obtain a retail license from the state. This license will allow you to sell cannabis products to customers who are 21 years of age or older. In order to be eligible for a dispensary license, you must have a physical location for your business and you must also meet all of the states requirements for marijuana businesses. Once you have obtained your license, you will be able to begin operating your dispensary.
New York will issue retail licenses to applicants, although we dont know the timeframe in which the application process is going to start, it is expected that licensed retail sales would start in 2022. First distribution licenses, cultivation licenses, and delivery services need to be figured out by the management board.
With the revenue generated by cannabis dispensaries in the billions of dollars and rising, these developments present a very lucrative opportunity. However, opening and running a dispensary is a challenging business venture:
