Of the proceeds set to be allocated to New York, Addabbos bill requires the gaming commission to pay 85 percent of the state tax collections from sports betting into the states Commercial Gaming Revenue Fund. Moreover, the bill requires the commission to pay 5 percent of the tax into the fund to handle costs associated with sports betting regulation and an additional 5 percent that will be distributed for problem gaming education and treatment initiatives.

Why so long? After all, the state approved legal online sports wagers in March.

But the State Gaming Commission didnt seek bids for the operators of the gaming platforms until July 9. That was a week behind schedule. And the bid review and awarding process will likely take months.

Once the online operators are licensed and open, bettors will be able to place wagers via their devices or computers on the outcomes of games or even some prop bets, such as which team in a given game will score first.

The Super Bowl is a target for getting mobile betting in place because it typically generates more wagers across the country than any other sporting event.

In the meantime, the only legal way to place a sports wager in New York is to go to one of the four full-service commercial Upstate casinos, or one operated by an Upstate Indian nation, and place an in-person bet at their sports betting parlors, also known as sportsbooks.

The timeline for reviewing proposals and awarding online licenses is about 150 days, which could put the start of accepting mobile bets into December or January. Bids must be submitted by Aug. 9 and the Gaming Commission will choose finalists no later than Dec. 6.
