Frequently Asked Questions
If you receive a federal or NYS grant or scholarship, including a federal Pell Grant, a NYS Tuition Assistance Program grant or scholarships for tuition or not designated for other costs, you must use those first. After those forms of aid are applied, the Excelsior Scholarship will cover the remaining cost of tuition.

New York Becomes Only State To Offer Free Four
New York will be the only state in the country to offer universal public college tuition coverage for working- and middle-class residents after the program was included in the budget package approved Sunday night.
The state’s Excelsior Scholarship program will be rolled out in tiers over the next three years, starting with full coverage of four-year college tuition this fall for students whose families make less than $100,000.
The income cap will increase to $110,000 in 2018 and $125,000 in 2019.
While states like California and Georgia have comprehensive grant and scholarship programs for four-year college as well, New York’s is the nation’s only truly universal program with no requirements other than residency and income, and no caps on the amount of residents who can receive full tuition.
“With this budget, New York has the nations first accessible college program. Its a different model,” said Governor Andrew Cuomo Saturday in a statement. “Today, college is what high school wasit should always be an option even if you cant afford it.”

Aside from the grants available to all New York State residents and students, many colleges and universities offer additional, school-specific grants. Ny Begins Offering Tuition Assistance To Part
Gov. Kathy Hochul announces the states expansion of its Tuition Assistance Program to cover students who are earning between six to 11 credit hours at CUNY or SUNY campuses.
Part-time CUNY and SUNY students can now apply for state tuition assistance, a move that advocates believe could be transformative for low-income students eyeing college.
The aid is also available to students attending private, nonprofit colleges.
The $150 million initiative will expand the states Tuition Assistance Program, or TAP, to reach 75,000 more students who are earning between six to 11 credits per semester, state officials said.
The programs expansion was proposed by Gov. Kathy Hochul earlier this year and passed as part of the state budget in April. It now includes students who previously didnt qualify for financial aid from the state because they werent taking enough credit hours.
Part-time students can now apply for aid for the fall semester. Full-time students can receive up to $5,665 a year. Aid will be offered to part-time students on a prorated basis.
The old policy worked against students who needed to balance college with work or care for children or relatives, and ultimately could have been shut out from higher education, Hochul argued.
It doesnt make sense, Hochul said at an event Thursday in Manhattan to officially launch the new tuition assistance eligibility. This is the group of people we should have invested in first.

Military Service Recognition Scholarship
The Military Service Recognition Scholarship offers financial aid to the spouses, children and financial dependents of United States armed forces members or members of a New York State organized militia who either died or became severely, permanently disabled while undergoing hostilities training after August 2, 1980.

Connecticut New Haven Promise
The Promise scholarship grants free tuition for New Haven residents, who graduated from a New Haven public school, attending public two or four-year colleges and universities in Connecticut.
If you are new to the city while in your freshman year, you can try to qualify for a percentage of the scholarship but the amount will likely be based on your length of residency in New Haven.
Eligibility Criteria
The scholarship is exclusive to New Haven residents who attended local public schools or an approved New Haven charter school. Students must have a clean disciplinary record and have completed around 40 hours of community service during high school.
Additionally, qualified applicants need a final high school GPA of 3.0 and a good attendance record, not missing more than 72 days in school.
The SEED program covers tuition for full-time students for two-year programs at the University of Delaware for its Associate of Arts degree program or any program at Delaware Technical Community College.
Eligibility Criteria
SEED is available for Delaware students who have maintained a 2.5 cumulative grade point average on a 4.0 scale, or a combined score of 1350 on the new Scholastic Assessment Test or a composite American College Testing score of at least 19.
Students applying to the program cannot have been convicted of a felony and can enroll no later than the fall semester immediately after high school graduation.

Indiana 21st Century Scholars Program
This is a unique program that offers up to four years of tuition to the states residents with a requirement that they have to commit to the program in 7th or 8th grade.
It also requires the applicants to have good academic performance throughout their high school, and good behavior that is free of drug use and other illegal acts.
Eligibility Criteria
Students must enroll in 7th or 8th grade, earn an overall high school GPA of 2.5 on a 4.0 scale, complete the Scholar Success Program, and earn Indianas Core 40 Diploma, and complete at least 30 credit hours each year in college.
An income threshold levelalso applies to be eligible for the program.
The Work First Kentucky Scholars Program provides free community college tuition to students in Kentucky who pursue degrees in an in-demand workforce sector, including healthcare, advanced manufacturing, transportation/logistics, business services/IT, and construction.

To apply for this program, the student must be a US citizen and a resident of Kentucky.
They should be a high school graduate or be enrolled in or have completed a General Educational Development Program but have not attained an associate degree. A student must apply or be accepted at an eligible institution approved by the Kentucky Higher Education Assistance Authority.
The Academic Competitiveness Grant
The Academic Competitiveness Grant is offered to both freshman and sophomore students who are currently studying at an undergraduate level. This grant awards $750 for the freshman year of study and $1,300 for the sophomore year of study. The amount of the Academic Competitiveness Grant cannot exceed the amount of the college or university tuition when combined with the Federal Pell Grant Award.
The applicant must either be a United States citizen or an eligible non-citizen. Student must be the recipient of the Federal Pell Grant. Applicant must be enrolled in at least half-time study in an accredited degree program.
The student must be either a first-year or second-year student, or a student in a one-year-long certificate program at either a two-year or four-year educational institution. Second-year students must have a cumulative grade point average of 3.0 on a 4.0 scale by the end of their first year of undergraduate courses.
Students must also be in a recognized, rigorous secondary school program of study. To qualify for this, the New York State education agency, New York States local education agencies, and the Secretary of Education must consider the program of study to be rigorous. Programs that may qualify include an advanced or honors program.

States Which Offer Tuition
The Arkansas Future Grant is a last-dollar grant that is available to students pursuing a two-year program in science, technology, engineering, and math fields or a regional high demand area of study.
Eligibility Criteria
Students who have graduated from an Arkansas public school or received a recognized high school equivalency diploma, and have lived in the state for three consecutive years are eligible to apply for the program.
Apart from that, a recipient must complete eight hours of community service per semester and must work full-time for three consecutive years in the state following graduation.
Unlike most of the programs in this list, California Promise is a first-dollar program, which means it provides tuition waivers to students, regardless of additional funding or grants the students are eligible for.

Yes. Students must remain enrolled full time, taking 30 credits a year. Some of those credits could be taken during the summer or winter semesters.

New York isnt offering free college to literally everyone. The state is offering it to people whose parents are not considered wealthy enough to pay for it on their own.
According to KCCI, Starting this fall, undergraduate students who attend a State University of New York or City University of New York school will be eligible for the Excelsior Scholarship if their families earn no more than $100,000 a year. The income cap will lift to $110,000 next year and will reach $125,000 in 2019.
