If you were born within the five boroughs of New York City, your first option is to apply in person or mail the request to the New York City Department of Health and Mental Hygiene at 125 Worth Street, New York, NY, 10013.
You will not be able to get a long form birth certificate over the counter. It will be mailed to you within two-three weeks. Short form birth certificates can be obtained over the counter.

Authentication By The County Clerk
Authentication of the Record: Documents to be submitted for apostille or certificate of authentication must be authenticated by the County Clerk or a state official. This is the second step in the process. A birth or death certificate must bear a letter of exemplification. A request for authentication must be presented to the County Clerks Notary Desk at 60 Centre Street, Room 141B. The request may also be submitted to the County Clerk by mail if the documents are in proper order, the County Clerk will authenticate them and return them to the applicant by mail. The submission by mail must be accompanied by a certified personal check or U.S. postal order, payable to the County Clerk of New York County, in the amount of $3.00. No other form of payment will be accepted through the mails. Payment of the $3.00 fee in person may be made in cash or by credit card . Mail applications must include a stamped, self-addressed envelope for return of the documents by the County Clerk. The County Clerk does not have facilities to return documents by delivery service or postal express mail so the applicant should plan accordingly and submit the proper postage to ensure trouble-free return.

How To Apostille A Translation Sample Translation Affidavit
Some foreign countries require that your document is translated, and that the translation is apostilled. Translation agencies usually provide an Affidavit of Translation Accuracy which is signed by a translator who confirms that he/she is competent to translate from English into the language of the target country, and that the translation is a true, complete and accurate translation of the original document. Then, the translator’s signature is notarized, and the document is ready for an apostille.
Increasingly, translation agencies use the services of translators who work remotely, sometimes in foreign countries. In this case it is not possible to have the signature of the translator notarized. As a solution, the translation agencies provide a different kind of affidavit where a manager or another agency’s official confirms that the translation was performed by a professional translator, and that the translation is accurate. In order to get a New York birth certificate apostille, there are three main steps involved in the process to be followed:
- Step 1: Obtain your birth certificate
You have to order a Long Form Birth Certificate along with a Letter of Exemplification from Department of Health and Mental Hygiene. Letter of Exemplification is a letter that certifies that the birth certificate is a true or certified copy. In order to get a Letter of Exemplification, you have to order it with a Long Form Birth Certificate at the same time. Once you receive your Long Form Birth Certificate and Letter of Exemplification you will have to move to
- Step 2: County Clerk Authentication
Once you receive your documents, before submitting them for the apostille to the New York State Department, you will have to authenticate the documents by the County Clerk or a state official. To do so, you will have to submit the Birth Certificate along with a Letter of Exemplification to the County clerk for signature verification on the documents.
This process can be done through mail as well as in person. The mail service is convenient for those who cannot do the process in person however, it is more time consuming as compared to do it in person or through an agent.

Apostille Services For Federal Documents
The Secretary of State of New York will only issue an Apostille strictly for use in Hague Participating Countries. All documents issued for Non-Hague Participating Countries will be certified, not apostilled.
Apostille services are not necessary within the United States or any of its territories or possessions Therefore the Secretary of State of New York will not issue an Apostille for use in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico and the U.S. Virgin Islands. Additional Information About An Apostille
The United States is part of the 1961 Hague Convention abolishing the Requirement of Legalization for Foreign Public Documents. The Convention provides for the simplified certification of public documents to be used in countries that have joined the convention. Under the Hague Convention, signatory countries have agreed to recognize public documents issued by other signatory countries if those public documents are authenticated by the attachment of an internationally recognized form of authentication known as an “apostille.” The apostille ensures that public documents issued in one signatory country will be recognized as valid in another signatory country.
Get Your Apostille At The New York State Department Of States Office
Remember when I said to disregard the handout from the Municipal Archives? Thats because the handout says the DOSs office is at 123 William Street, 19th floor. That is incorrect. The DOS hasnt been on the 19th floor for years.
Instead, head to 123 William Street, but go into the entrance on the left with the DOS seal over the doorway. Head up the escalator to the 2nd floor.

When you reach the second floor, take a number from the dispenser on the right side of the main desk. Also, fill out a form with your information, how many documents need apostilles, what country youre sending them to, and how much money youll be paying. Expect to wait at least 10 minutes for them to call your number.
When they call your number, head to one of the windows at the back of the room. Theyll take your documentation and payment and start processing your apostille. This process takes at least 15-30 minutes.
When theyre finished, someone at the main desk will call your name and you can collect your apostille!
Its just that easy.

If the country where you seek legalization belongs to the Hague Convention, you will required an Apostille Stamp. All other nations require Embassy legalization or Consular Legalization.
If the country where the document will be used is not a party to the Convention, you will have to begin a time-consuming & cumbersome process of obtaining a series of certifications or signatures or stamps known as the “chain authentication method”.
