Fuel Shortages Compound The Misery In Louisiana

As Louisiana endured its third day of widespread power losses after Hurricane Ida swept through the state, residents on Wednesday faced the compounding effects of the outages, including severe water and gas shortages.

Nearly one million customers in Louisiana were still without electricity because of Ida, which knocked out the transmission lines that power New Orleans. In many places in Jefferson Parish, access to drinking water required long waits in line. And nearly a third of the fuel stations in the state were out of gasoline or could not distribute it on Wednesday afternoon, said Patrick De Haan, the head of petroleum analysis at GasBuddy, an app that helps drivers find fuel.

We are asking people to try to be patient and understanding, Gov. John Bel Edwards said at a news conference. Anytime you have a storm that is this devastating, it will take some time to get all of that infrastructure back and working.

At least one Orleans Parish resident is presumed to have died from carbon monoxide poisoning, and two people died in Adger, Ala., while working to restore power, bringing the number of deaths linked to the storm and its aftermath to at least eight.

President Biden planned to visit Louisiana on Friday to see the damage firsthand, Senator Bill Cassidy said in a statement. A White House official confirmed the trip without offering details.

Preparation In New York

The state of New York also received an emergency declaration from President Obama on October 27. Flights into and out of the major airports, including JFK and LaGuardia, were cancelled, rail service was suspended, and Governor Cuomo ordered the MTA and Port Authority Bus Terminal to shut down in New York City. The MTA subways were flooded the previous year by Hurricane Irene, so city officials took action to prevent flooding of the subways. Medical centers in the area also cancelled surgeries and medical procedures except in emergency situations.

Mandatory evacuations were ordered throughout the state of New York as well as New York City itself. Many areas of Long Island were evacuated as well as coastal areas that were impacted by Hurricane Irene. Around 200 National Guard Troops were sent to New York City to help with the preparation and recovery.

Hurricane Grace crossed over Mexico’s Gulf shore as a major Category 3 storm early Saturday, drenching small fishing towns and beach resorts as it made its second landfall in the country in two days. At least eight people were confirmed dead, authorities said.

The storm had lost power while crossing over the Yucatan Peninsula on Thursday, swirling through Mexico’s main tourist strip, but it rapidly drew in power from the relatively warm Gulf of Mexico as it moved toward the country’s mainland.

The Hurricane Center said Grace had maximum sustained winds of 125 mph Saturday when it made landfall about 30 miles south-southeast of Tuxpan. As of 5 p.m., Grace had weakened to a disturbance, heading west 65 miles away from Mexico City at 13 mph with maximum sustained winds of 25 mph.

The eight dead included children, said Cuitláhuac García, governor of Mexicos Veracruz state. In addition, at least three were missing after mudslides and flooding. Power is gradually being restored to the 33,000 who lost power in the storm.

Forecasters said Grace would quickly lose strength as it swirled inland over a mountain range carrying its heavy rains toward the heart of the country, including the Mexico City region. Forecasters said it could drop 6 to 12 inches of rain, with more in a few isolated areas bringing the threat of flash floods, mudslides and urban flooding.

Coastal Towns In Connecticut Are Recommending Evacuations

STAMFORD, Conn. The National Hurricane Center warned on Saturday that shoreline towns in Connecticut might be inundated by storm surge from Hurricane Henri, possibly causing major flooding south of Route 1, a major artery through the state.

Aware that eight inches of rain were a possibility, the coastal towns of New Haven, Branford, Guilford and Groton recommended that residents on streets closest to the water voluntarily evacuate. Gov. Ned Lamont said the state was monitoring nursing homes in case evacuations were needed.

I urge everyone in Connecticut to take this storm seriously, Mr. Lamont said in a statement. Prepare to shelter in place Sunday and into early Monday morning. Plan for power outages that could last for an extended period.

Connecticut power companies said that downed trees might leave hundreds of thousands of customers without electricity for as long as three weeks.

Tropical Storm Isaias caught the power companies by surprise last year. They did not have enough restoration or tree crews mobilized, leaving the state nearly paralyzed for more than a week. About 750,000 customers lost power in Connecticut during that storm, along with 600,000 outages on Long Island.

On Saturday evening, Connie Gutierrez and her husband stopped at an I-95 rest stop in Darien, Conn., after dropping their son off at college in Princeton, N.J.

We havent gotten very far, Ms. Gutierrez said. The traffic is insanity.

Hurricane Sandy hit near Atlantic City, NJ with 80 mph winds and the tides were higher than normal at the time it made landfall because of a full moon. This increased the storm surges which led to major flooding, downed trees and powerlines, and widespread property damage along the Jersey Shore. Many homes and buildings along the shore were destroyed and a 50-foot piece of the boardwalk in Atlantic City was broken off.

Major flooding in Hoboken and the communities of Bergen County forced tens of thousands to evacuate. Some were left stranded in their homes and had to be rescued by boat. The storm resulted in 43 deaths in New Jersey and $38.6 billion in damage.

New Jersey Governor Pleads With Residents: Don’t Go Near These Waters

New Jersey Gov. Phil Murphy described a historic disaster in his state today and pleaded with residents not to aggravate the situation by furthering endangering themselves in the receding floodwaters.

Murphy said first responders rescued a second round of people today after they made their way through the standing water.

My big plea is dont try that, he said, speaking to CNN’s Wolf Blitzer today. Dont go near these waters, stay home, stay away.

It will be our long road, but we will get back on our feet together, he added.

Murphy also clarified that none of the states 23 storm-related deaths were related to tornado warnings, saying he thinks some state residents might have taken the flood warnings less seriously than the tornado warnings.

The tornado warnings came out just as the flood warnings came out, Murphy said. Everybody, when they got the tornado warning, went into their basement and I think there were too many people who thought that they could deal with flooding and sadly, some of them either in their homes or in their cars, lost their lives.

How Are People Preparing

Jay Schneiderman, town supervisor of the Long Island town of Southampton, said people were starting to go out to buy batteries and flashlights.

“Right now it seems like a sunny summer day, but, you know, by this time tomorrow we’re going to be in the middle of potentially a severe hurricane,” he warned.

Meteorologists are predicting a storm surge of three to five feet , forcing the closures of marinas and recommending evacuations of low-lying areas like Fire Island.

Weather experts predict that three to six inches of rain will fall from Sunday to Monday.

“We have short notice. We’re talking about tomorrow,” Cuomo said as he prepared to leave office in two days following a sexual harassment scandal.

Cut Off From Oxygen Louisianans With Medical Issues Grow Desperate

The last time Peggy Gamberella, 63, heard from her younger sister, she said she had no drinking water or electricity and had lost everything in Hurricane Ida.

The sister, Patricia Killingsworth of Chauvin, La., has a chronic lung disease and has trouble breathing when its hot. She relies on a machine to help her breathe, but that device needs to be plugged in. After Ida knocked out her power, Ms. Killingsworth was able to use someones generator, her family said.

I dont see no help in sight for days, Mr. Killingsworth, 61, wrote in a text message before pleading, Send help if you can.

That was on Monday evening the family hasnt heard from her since.

Ms. Gamberella said the family had been scrambling for two days to find help, but she lives more than 200 miles away, in Laurel, Miss.

I just pray she is OK, Ms. Gamberella said.

Roads are still blocked in some southern Louisiana communities throughout Terrebonne Parish because of downed trees and power lines, making access and rescue efforts difficult, according to Lauren Smith, volunteer coordinator and spokeswoman for the Cajun Navy Ground Force, a community-led disaster-response organization.

She said that while response teams work to clear the roads, finding fuel to power generators, chain saws, equipment and vehicles is one of the biggest challenges.

We had to basically take all the fuel that was running generators for our camp and take it over and fill up her generator, she said.

The Northeast braced Sunday morning for the arrival of Tropical Storm Henri, packing winds of 60 miles an hour as it headed toward shore, according to the National Hurricane Center.

At 11 a.m. Eastern time, Henri, which was downgraded from a hurricane Sunday morning, was about 50 miles south-southwest of Providence, R.I., and 15 miles east of Montauk at the tip of Long Island. It was headed north-northwest at 12 miles an hour and was expected to make landfall in Rhode Island by early afternoon, the hurricane center reported.

Storm surge warnings were in effect on the coasts of the Atlantic Ocean and Long Island Sound from Queens in New York City out to the tip of Long Island, and all along the New England coast from Connecticut to the base of Cape Cod. If the peak surge occurs around the time of high tide, flooding of two to four feet is possible in those areas.

Sustained winds of over 50 miles an hour have already been reported in coastal Rhode Island. After Henri hits land, it is expected to head toward the north and weaken rapidly. The storm is expected to slow and possibly stall near the Connecticut-New York border on Sunday night before moving across northern Connecticut and southern Massachusetts on Monday, the hurricane center said.

Long Island In The Crosshairs

As of 2 p.m. Aug. 21, Henris center of circulation sat about 395 miles south of Montauk Point, moving to the north-northeast at about 17 mph. Its expected to rush up toward our area tonight, with the center of circulation sitting just to the south of Long Island by 8 a.m. Sunday morning. But forecasters believe the storm will begin to slow down as it crosses over Long Island, with the center of the system sitting over southeastern Connecticut at 8 p.m. tomorrow night.

Its expected that Suffolk County will bear the brunt of the storm with waves 3 to 5 feet higher than normal and between 8 and 10 inches of rainfall expected, Cuomo noted.

Long Island hasnt received a direct hit from a hurricane since Gloria struck in 1985. The category 1 storm devastated the islands power grid, and it took weeks for it to be restored PSEG Long Island warned that it could take up to a week or longer to fully restore power if parts of Long Island suffered a similar hit from Henri.

Given the potential intensity of the storm, the damage may be severe and some outages may last up to seven to 10 days however, if the forecast continues to strengthen and the storm moves farther west, restoration could take up to 14 days, said Michael Sullivan, senior director of Transmission & Distribution at PSEG Long Island, on Saturday. We are prepared for hurricane force winds and are informing customers to help set expectations about the storms potential so that they can also prepare.

At Least 8 Confirmed Tornadoes Hit The Northeast

There were at least eight confirmed tornadoes in the Northeast on Wednesday, according to storm surveys conducted by the National Weather Service.

Four tornadoes have been reported in Pennsylvania, including an EF-2 in Fort Washington, with winds up to 130 mph.

Three tornadoes were confirmed in New Jersey, including one in Mullica Hill, although no other details were available yet. One tornado was also confirmed in southeast Massachusetts an EF-0 with 75 mph winds in Dennis.

Some context: Some of the tornadoes have been confirmed, but details on the size and strength are not available yet. Other areas, like Maryland, have several preliminary tornado reports, but damage surveys have not been conducted.
